JOB TITLE: COMMISSIONED BOILER INSPECTOR MANAGER

SERIES NATURE OF WORK: The Commissioned Boiler Inspector job series describes work in the inspection and certification of boilers, unfired pressure vessels, liquefied petroleum gas (LPG) facilities, and flammable and combustible liquids installations.

DEFINITION: This is managerial and specialized technical work directing the inspection and certification of the design, construction, and installation of boilers, unfired pressure vessels, LPG facilities, and flammable and combustible liquids installations.

The employee in this job plans, organizes, and directs the statewide inspection programs for boiler systems, unfired pressure vessels, high pressure filling stations, above ground and underground flammable and combustible liquids installations, and LPG facilities. Work involves developing, implementing, interpreting, and communicating operational policies and procedures; managing and directing staff; training and educating staff, insurance company Loss Control Engineers, and the public on various aspects of these programs; and conducting on-site reviews of inspections to ensure quality and consistency. General direction is received from an administrative supervisor who monitors performance through reports, conferences, and ongoing evaluation of the effectiveness of the programs.

   DISTINGUISHING CHARACTERISTICS:

• Work is distinguished from the lower-level job based on the responsibility for planning, organizing, and directing the implementation of statewide inspection programs which includes developing program policies and procedures.

• Develops, implements, interprets, and communicates inspection and enforcement policies and procedures.

• Interprets and communicates technical standards for staff, insurance company Loss Control Engineers, and the public to educate, advise, and enforce regulations.

• Develops procedures for billing, processing, accounting, and reviewing funds generated.

• Compares plans, policies, and procedures with results obtained in the control and enforcement of safety inspections.

• Prepares recommendations for inspection process improvements.

• Prepares reports on program status and progress.

• Communicates with members of the Boiler and LPG Advisory Board and Industrial Board to discuss problems arising from inspection activity.

• Conducts on-the-job training and schedules external training.

• Conducts educational seminars for insurance company Loss Control Engineers and the public.

• Travels to various work sites to conduct reviews of inspections.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the design, construction, installation, maintenance, and operation of boilers, unfired pressure vessels, high pressure (5,000 psi) filling stations, above ground and underground flammable and combustible liquids installations, and LPG facilities.

• Knowledge of the state laws, regulations, construction codes, and American Society of Mechanical Engineers (ASME) standards governing the design, construction, installation, maintenance, and operation of boilers, unfired pressure vessels, high pressure (5,000 psi) filling stations, above ground and below ground flammable and combustible liquids installations, and LPG facilities.

• Knowledge of the different makes, models, and types of boilers and pressure vessels.

• Knowledge of the installation methods used for flammable and combustible liquids storage facilities.

• Knowledge of various welding processes and non-destructive testing techniques.

• Knowledge of the techniques used to chemically treat boiler water.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to perform calculations using ASME and other internationally accepted codes to determine the pressure containing capacity of pressure vessels based on tensile strength of material and temperature effects of the ductility of metals.

• Ability to read and interpret blueprints, manufacturers’ manuals, and equipment schematics.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These are not used for merit system evaluation or examination purposes and are not position-specific performance standards.)

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the boiler industry and associated insurance plans.

• Ability to exercise initiative and judgment in developing, interpreting, and implementing policies and procedures and in analyzing and evaluating the effectiveness of programs.

• Ability to plan and develop methods, policies, and procedures for evaluating inspection programs.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Four years of experience as a Commissioned Boiler Inspector Supervisor (commonwealth title);

or

• Six years of experience conducting inspections of, or examining applications, plans, and specifications for the design, construction, and installation of boilers and unfired pressure vessels, high pressure (5,000 psi) filling stations, above ground and underground flammable and combustible liquids installations, and liquefied petroleum gas (LPG) facilities.

SPECIAL REQUIREMENTS:

• This position requires possession of a valid National Board of Boiler and Pressure Vessel Inspector Commission;

or

Passed the National Board of Boiler and Pressure Vessel Examination as defined in Section 4 of NB-263, Rules for Commissioned Inspectors, and meet all qualifications of Section 2.2.2 of NB-263 so that a National Board of Boiler and pressure Vessel Inspector Commission may be obtained.

• This position must obtain a current National Board of Boiler and Pressure Vessel Inspector Commission and a current Commonwealth of Pennsylvania Boiler and Pressure Vessel Inspector Commission within the probationary period.

• This position requires possession of an active motor vehicle license.
