COMMISSIONED BOILER PLANS EXAMINER VARIANCE REVIEWER

DEFINITION: This is advanced technical work involving the examination and approval of applications, plans, and specifications for the installation of boilers, unfired pressure vessels, liquefied petroleum gas (LPG) facilities, high pressure filling stations, aboveground and underground flammable and combustible liquids installations, and antique boilers for compliance with all applicable state laws and regulations and issuance of Pennsylvania Special Numbers.

An employee in this job examines applications, plans, and specifications for the installation of boilers, unfired pressure vessels, LPG facilities, high pressure filling stations, and aboveground and underground flammable and combustible liquids installations; determines if compliance has been achieved with applicable boiler and unfired vessel, LPG, and flammable and combustible liquids laws and regulations and with the American Society of Mechanical Engineers (ASME) design standards; examines applications, plans, and specifications for issuance of a Pennsylvania Special Number to determine that the construction standard meets or
exceeds the ASME design standard; examines applications, plans, and specifications of antique boilers to determine compliance with the antique boiler law and to permit operation in public; recommends modifications to applications, plans, or specifications; calculates plan approval and permit fees; approves applications, plans, and specifications when in compliance with laws, regulations, and standards; answers technical inquiries from the public, owner/users, installers, industry, state and insurance inspectors, and legislative and press offices; prepares comments and recommendations to the Pennsylvania Industrial Board or Advisory Boards concerning variance and extension of time requests; and attends Board hearings to provide technical assistance. Work is performed independently under the general supervision of the Commissioned Boiler Inspector Director and is reviewed through conferences and reports.

EXAMPLES OF WORK: Examines applications, plans, and specifications of the installation of boilers, unfired pressure vessels, LPG facilities, high pressure filling stations, and aboveground and underground flammable and combustible liquids installations to determine compliance with all applicable state laws and regulations and with the ASME standards.

Approves applications, plans, and specifications that meet the requirements of all applicable state laws and regulations and the ASME standards.

Recommends issuance of Pennsylvania Special Numbers to boilers and pressure vessels when construction meets or exceeds the ASME standards.

Recommends changes to plans to comply with all applicable state laws and regulations and the ASME standards.

Prepares recommendations to the Pennsylvania Industrial Board concerning variance and extension of time requests.

Interprets laws, regulations, and standards, including appeal procedures for the variances to design professionals, contractors, property owners, and other parties.

Prepares correspondence to answer inquiries regarding plan reviews, laws and regulations, and inspections.

Investigates accidents and completes accident reports.

Calculates plan approval fees.

Performs file research.

Solves problems and provides guidance and answers to inspectors on new or unusual inspections and documents guidance in procedural memos.

Updates computer records and other tracking systems.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the law, construction codes, and regulations pertaining to the design, construction, installation, maintenance, and operation of boilers, unfired pressure vessels, high pressure filling stations, aboveground and underground flammable and combustible liquids installations, LPG facilities, and antique boilers.

Ability to evaluate variance and extension of time requests and make recommendations to the Industrial Board and Boiler and LPG Advisory Boards.

Ability to read and interpret blue prints, specifications, code books, and site plans.

Ability to interpret and enforce laws, regulations, and codes pertaining to the design, construction, installation, maintenance, and operation of boilers, unfired pressure vessels, high pressure filling stations, aboveground and underground flammable and combustible liquids installations, LPG facilities, and antique boilers.

Ability to use a personal computer.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Three years of experience as a Commissioned Boiler Inspector;

                                                                                                                            or

Three years experience as a National Board of Boiler and Pressure Vessel commissioned inspector conducting inspections of the design, construction, and installation of boilers, unfired pressure vessels, flammable and combustible storage tanks, and LPG facilities.

POST EMPLOYMENT REQUIREMENT: Employees must obtain a valid Commonwealth of Pennsylvania Boiler and Pressure Vessel Inspector Commission within the probationary period.
