JOB TITLE: UCC ACCESSIBILITY AUDIT AND TRAINING ADMINISTRATOR

JOB CODE: 71465

DEFINITION: This is responsible administrative and technical work developing accessibility audit policies and procedures for municipal code programs, and developing and conducting Uniform Construction Code (UCC) training for the Bureau of Occupational and Industrial Safety, Department of Labor and Industry.

An employee in this job is responsible for developing and evaluating policies and procedures to ensure compliance of the Pennsylvania municipal code programs with the accessibility and administrative provisions of the UCC, and developing and conducting technical, procedural, and developmental UCC training. Work involves interpreting the accessibility requirements of the UCC to develop and enhance municipal code program auditing policies and procedures; reviewing and evaluating existing policies and procedures to ensure consistency with current industry standards and practices; reviewing audit findings and preparing formal reports listing the appropriate action to be taken in accordance with UCC law and regulations for any noncompliance issues; and ensuring audits are conducted within the timeline required by the UCC law. Work also involves developing, coordinating, presenting, facilitating, and tracking technical, procedural, and developmental training for bureau staff to ensure the requirements for attaining or retaining UCC inspection certifications are met. Work may also involve reviewing the results of complaint investigations against building code officials for both residential and non-residential construction to validate the scope of the findings and the infractions cited and to recommend appropriate enforcement action. Work is performed independently under the general direction of a higher level administrator and is reviewed through conferences and reports.

• Develops and evaluates municipal code program auditing policies and procedures.

• Develops and monitors the audit tracking system, determines follow-up audit time frames, identifies program trends, and generates reports.

• Prepares correspondence and formal reports to convey corrective action required.

• Plans and conducts comprehensive training programs related to the application and enforcement of the UCC and other applicable laws and regulations.

• Assesses training needs and develops training programs and standards.

• Presents training required by or related to the UCC.

• Develops and reviews appropriate testing designs to measure the degree of understanding and retention of training material.

• Researches and evaluates outside sources of training to determine applicability for the bureau.

• Calculates training costs and prepares documents necessary to facilitate contracts.

• Prepares training budget and monitors expenditures.

• Maintains training documentation and record keeping system.

• Reviews complaint investigation reports and recommends enforcement actions.

• Demonstrates proper inspection and auditing techniques and provides assistance to inspectors on difficult cases.

• Speaks publicly to gather or give information, eliminate program barriers, and engender support for program objectives.

• Travels to inspection sites in remote locations.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the Pennsylvania Construction Code Act, the regulations implementing the Act, and the technical standards adopted by the regulation.

• Knowledge of the accessibility standards and other accessibility requirements in the codes adopted as part of the UCC.

• Knowledge of the policies and procedures regarding the enforcement of the UCC program.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret construction blueprints and sketches.

• Ability to read and interpret laws, regulations, policies, standards, and procedures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a UCC Building Inspector 2;

or

• Four years of building code enforcement experience that included enforcement of UCC accessibility standards.

SPECIAL REQUIREMENTS:

• All positions require active certifications issued by the PA Department of Labor and Industry as an Accessibility Inspector/Plans Examiner, Building Inspector, Electrical Inspector, Mechanical Inspector, Plumbing Inspector, and Energy Inspector.

• Certain positions require possession of an active PA non-commercial Class C driver’s license or equivalent.

• All employees must obtain an active certification issued by the PA Department of Labor and Industry as a Building Code Official within the probationary period.
