UCC ADMINISTRATOR

DEFINITION: This is responsible administrative and technical work developing and modifying policies, procedures, and regulations to implement the Uniform Construction Code (UCC) for the Bureau of Occupational and Industrial Safety, Department of Labor and Industry.

The employee in this job is responsible for planning the development and promulgation of policies, procedures, and regulations to implement the UCC which includes plan review, permitting, municipal code program compliance, construction code official certification, and the inspection of commercial buildings, elevators and other lifting devices. Work involves reviewing amendments and revisions to the UCC to determine impact on regulations and agency operations; developing, implementing, and evaluating departmental policies and procedures for the certification of construction code officials in accordance with the UCC and regulations; developing and evaluating contracts with certified third-party agencies to conduct specialized inspections of buildings; supervising the development of policies and procedures to ensure compliance of the Pennsylvania municipal code programs with the accessibility and administrative provisions of the UCC; supervising the review and approval of municipal ordinances; and supervising the development, delivery, and evaluation of training related to or required by the UCC. A significant aspect of this work involves presenting information and providing technical assistance to advisory boards, commissions, and local municipal groups regarding the interpretation and application of the UCC and its regulations. Work also involves participation in the review of proposed legislation impacting the UCC program to include making recommendations on the Department’s position as well as determining the potential impact on the Department and other Commonwealth agencies. Supervision is exercised over UCC Accessibility Audit and Training Administrators. Work is performed
independently under the general direction of an administrative superior and is reviewed through conferences and evaluation of reports and results achieved in meeting program goals and objectives.

EXAMPLES OF WORK: Plans the development and promulgation of policies, procedures, and regulations to implement the UCC.

Develops, monitors, and reviews regulations to implement the UCC.

Analyzes UCC legislation and makes recommendations for the establishment or revision of regulations.

Develops, reviews, analyzes, and evaluates policies, procedures, and forms to implement, and ensure compliance with the UCC and regulations.

Attends legislative and high-level management meetings and offers testimony at legislative hearings regarding the Department’s position on proposed legislation impacting or amending the UCC.

Directs the development of a comprehensive training program related to the application and enforcement of the UCC and other applicable laws and regulations.

Directs the development of policies and procedures to ensure compliance of the Pennsylvania municipal code programs with the accessibility and administrative provisions of the UCC.

Develops, implements, and evaluates departmental policies for the certification of construction code officials in accordance with the UCC and regulations.

Prepares various statistical, financial and special reports to assess the efficiency and effectiveness of the UCC accessibility audit and training programs.

Develops and updates web site pages and forms for building and elevator permits and inspections from the Department.

Develops and performs outreach programs and speaks publicly to provide assistance in the interpretation and application of the UCC and regulations.

Develops and evaluates contracts with certified third-party agencies to conduct specialized inspections of buildings.

Performs the full range of supervisory duties.

The employee in this job may participate in subordinates’ work consistent with operational and organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the Pennsylvania Construction Code Act, the regulations implementing the Act, and the technical standards adopted by the regulation.

Knowledge of the accessibility standards and other accessibility requirements in the codes adopted as part of the UCC.

Knowledge of the policies and procedures regarding the enforcement of the UCC program.

Knowledge of training methods and techniques.

Ability to interpret policies and procedures.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience developing, implementing, and enforcing policies and procedures related to the UCC, that includes or is supplemented by one year of professional experience developing, revising, and conducting training programs.
