OCCUPATIONAL AND INDUSTRIAL SAFETY ADMINISTRATOR

DEFINITION: This is administrative and technical work in directing statewide programs involving the enforcement of state occupational and industrial safety laws and regulations in the Department of Labor and Industry.

The employee in this job assists the Director, Bureau of Occupational and Industrial Safety in managing the daily operations of the Bureau. Work involves directing the statewide inspection, plan review, compliance, and enforcement programs; administering the licensing and certification programs; developing and directing educational and promotional activities to improve and develop increased awareness of bureau programs; and assisting in developing and interpreting laws, policies, and regulations. The employee in this job works with the legislature, department heads and the general public to provide information, seek support, and develop recommendations for changes to regulations, policies, procedures, and legislation related to occupational and industrial safety programs. Supervision is exercised over managerial staff. Work is performed with considerable independence within the broad framework of existing state laws, regulations and policies and is monitored by the Bureau Director through meetings, conferences and reports.

EXAMPLES OF WORK: Plans, organizes, and directs the statewide inspection, plan review, compliance, and enforcement programs for commercial buildings, boilers, unfired pressure vessels, elevators, liquefied petroleum gas facilities, accessibility accommodations for the disabled, bedding and upholstery, stuffed toys, asbestos, lead based paint, and public employee general safety.

Directs the statewide licensing and certification programs for asbestos, lead based paint, private employment agency and the Uniform Construction Code.

Assists in developing program policies and regulations.

Assists in the development and revision of legislation.

Directs the statewide processing of inspection reports, issuance of plan approvals, issuance of certifications and licenses, issuance of compliance orders, and the processing of prosecution documents.

Assists in performing administrative functions for the Bureau.

Interprets and advises legislative committees and management of other departments and organizations on occupational and industrial safety laws and regulations.

Performs the full range of supervisory duties.

Participates in the performance of subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of occupational and industrial safety.

Knowledge of the principles and practices of program administration.

Knowledge of the principles and practices of employee supervision.

Ability to read, analyze and interpret policies, procedures and regulations.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years as an UCC Elevator Inspector Director, Commissioned Boiler Inspector Director, UCC Building Plans Examiner Supervisor, or UCC Building Field Operations Manager;

Two years of professional experience managing the development, implementation, evaluation, and analysis of occupational and industrial safety programs.
