JOB TITLE: MINE SAFETY EMERGENCY RESPONSE AND TRAINING MANAGER

JOB CODE: 71651

DEFINITION: This is managerial work directing the mine safety training program and response to mining emergencies in the Department of Environmental Protection (DEP).

The employee in this job plans, directs, and evaluates activities involving mine emergency response and the underground miner safety training program. Work involves determining program goals, objectives, and priorities for mine emergency response and training; developing and recommending regulations, program rules, policies, and procedures; directing the activities of mine rescue teams; and overseeing operational capabilities of mine rescue stations. Work includes administering the Mine Safety and Health Administration (MSHA) grant, reviewing proposed legislation to assess the potential impacts on programs, developing technical program guidance, and participating in the development of the program’s budget. An important aspect of the work involves representing the Commonwealth in dealings with government officials and industry representatives and in emergency situations. Work is assigned in the form of broad goals and objectives and is reviewed by an administrative supervisor upon completion for timeliness, attainment of goals, and effectiveness of results.

• Directs, coordinates, and evaluates underground miner safety training programs and exercises.

• Directs the activities of mine rescue teams during mine rescues.

• Develops, interprets, and implements program guidelines, policies, and procedures for adherence to emergency response and mine safety training requirements.

• Assesses the training needs of underground miners and directs the development of courses and training exercises.

• Conducts training courses and exercises.

• Develops new, revised, or innovative approaches, methods, and techniques for conducting miner health and safety training.

• Participates in the development of the operating budget for the bureau.

• Evaluates the effectiveness of training exercises designed to test the preparedness and effectiveness of the mine rescue stations and teams.

• Develops and maintains a reference and resource library on miner health and safety training aids and materials.

• Represents the Commonwealth on special committees, in conferences, or in dealings with government officials.

• Develops and delivers speeches and presentations to special interest groups, legislators, media, and the public.

• Reviews and analyzes proposed legislation affecting mine safety emergency response or training and provides feedback regarding the anticipated impacts.

• Serves as a judge at various mine rescue competitions that test the skills of mine rescue teams in responding to emergencies.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws, regulations, policies, and procedures governing safety in underground mines.

• Knowledge of the hazards and safety precautions required while working in underground mines.

• Knowledge of the methods, techniques, procedures, materials, and equipment used in developing and conducting underground mine rescue and miner health and safety courses.

• Knowledge of the methods, techniques, and processes used in underground mining operations.

• Knowledge of the operating characteristics of machinery used in underground mining operations.

• Knowledge of the construction and operation of underground mine electrical installations.

• Knowledge of materials, audio-visual aids, and information technology used in underground miner health and safety training.

• Knowledge of the processes and techniques of emergency response planning related to mine emergencies.

• Ability to demonstrate the use and operation of mine rescue equipment, including self-contained breathing apparatus.

• Ability to read and interpret technical mining material.

• Ability to perform basic mathematical calculations utilized in the underground mining program.

• Ability to coordinate or support on-site response and recovery activities.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as a Mine Safety Emergency Response and Training Specialist (Commonwealth title);

or

• Seven years of underground mining experience, that includes either one year as a mine instructor or two years on a mine rescue team within the past five years at the time of application;

or

• An equivalent combination of experience and training that includes either one year as a mine instructor or two years on a mine rescue team within the past five years at the time of application.

SPECIAL REQUIREMENTS:

• This position requires possession of an active motor vehicle license.

• This position requires possession of an active Mine Safety and Health Administration Part 48 instructor certification.

 •This position requires possession of an active Emergency Medical Services instructor certification issued by the Pennsylvania Department of Health.
