MINE SAFETY EMERGENCY RESPONSE AND TRAINING MANAGER

DEFINITION: This is managerial work directing the emergency response and mine safety training programs of the Bureau of Mine Safety in the Department of Environmental Protection.

The employee in this job coordinates, directs and evaluates all activities involving the emergency response and underground miner safety training programs. Work involves overseeing the activities of the mine rescue teams and the operational capabilities of the bureau’s mine rescue stations. An important aspect of the work involves representing the Bureau, Department or Commonwealth in dealings with government officials and industry representatives and in emergency situations. Work is assigned in the form of program goals and objectives, and the employee exercises independent judgment in determining specific goals and objectives and in planning and assigning the work. Work is reviewed upon completion by a division manager through reports and conferences for attainment of program goals and objectives, completeness and program quality.

EXAMPLES OF WORK: Coordinates, directs and evaluates underground miner safety and miner health safety training courses and exercises.

Directs all of the activities of the mine rescue teams and mine rescue stations in the Bureau of Mine Safety.

Participates in the development of the operating budget for the Bureau.

Directs the Bureau’s staff development programs.

Assesses the training and educational training needs of underground miners and directs the development of courses and training exercises to meet these needs, as well as federal and Commonwealth requirements.

Directs the planning, scheduling, sequencing and locations at which the courses are offered.

Conducts training courses and exercises as necessary.

Develops new, revised or innovative approaches, methods or techniques for conducting miner health and safety training.

Evaluates the effectiveness of training exercises designed to test the preparedness and effectiveness of the mine rescue teams and mine rescue stations.

Develops and maintains a reference and resource library on miner health and safety training material and training aids.

Represents the Bureau, Department or Commonwealth in dealings with government officials.

Represents the Bureau, Department or Commonwealth on special committees and conferences.

Develops and delivers speeches and presentations to special interest groups, legislators, media and the public.

Reviews proposed legislation for possible impacts on the Mine Safety training program and recommends whether management should support or oppose the legislation.

Operates a motor vehicle to travel to various work sites.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the laws, regulations, policies and procedures governing safety in the underground mines.

Knowledge of the methods, techniques and processes used in underground mining operations.

Knowledge of the operating characteristics of machinery used in underground mining operations.

Knowledge of the construction and operation of underground mine electrical installations.

Knowledge of the hazards and safety precautions required while working in underground mines.

Knowledge of mine rescue methods, techniques, procedures and equipment used in underground mines.

Knowledge of the methods, techniques, procedures, material and equipment used in developing and conducting underground mine rescue and miner health and safety courses.

Knowledge of the texts, materials, audio-visual aids and information technology used in underground miner health and safety training.

Knowledge of the processes and techniques of emergency response planning related to mine emergencies.

Ability to demonstrate the use and operation of mine rescue equipment, including self-contained breathing apparatus.

Ability to read, understand, interpret and write technical mining material.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to perform basic mathematical calculations utilized in the underground mining program.

Ability to establish and maintain effective working relationships.

Ability to coordinate or support on-site response and recovery activities.

MINIMUM EXPERIENCE AND TRAINING: Two years as a Mine Safety Emergency Response and Training Specialist;

                                                                                                                                                                     or

An equivalent combination of experience and training that includes one year of experience as a mine rescue instructor within the past five years or two years of experience as a member of a mine rescue team.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Pennsylvania driver’s license.
