UCC ELEVATOR PLANS EXAMINER VARIANCES REVIEWER 71718

DEFINITION: This is technical work involving the examination and approval of plans for the installation, repair or modification of elevators and other lifting devices for compliance with the Uniform Construction Code (UCC) and other applicable state laws and regulations.

An employee in this class examines plans and specifications for the installation or major repair or modification of elevator equipment or other lifting devices; determines if compliance with applicable elevator laws, regulations, and various national standards has been achieved; explains and interprets the laws, regulations and standards; recommends modifications to plans; calculates plan approval fees; approves plans when in compliance with laws and regulations; prepares comments and recommendations to the Industrial and Elevator Advisory Boards concerning variance requests; and attends appropriate Board hearings to provide technical assistance. Work is performed independently under the general supervision of the UCC Elevator Inspector Director and is reviewed through conferences and a review of reports.

EXAMPLES OF WORK: Examines plans and specifications of installation or major repair or modification of elevator equipment to determine compliance with the Uniform Construction Code and other applicable state laws and regulations.

Recommends approval for elevator plans and specifications that meet the requirements of the Uniform Construction Code and other applicable state laws and regulations.

Recommends modifications to plans to comply with the Uniform Construction Code and other elevator and other lifting devices standards.

Prepares recommendations to the Industrial Board and the Elevator Advisory Board concerning variance and extension of time requests.

Interprets elevator laws and regulations, including appeal procedures for variances, to architects, contractors, property owners and other parties.

Prepares correspondence to answer inquires regarding plan reviews.

Calculates plan approval fees.

Performs file research as required.

Updates computer records and other tracking systems.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices involved in the construction, installation, maintenance, and testing of elevators and other lifting devices.

Knowledge of the Uniform Construction Code, the Elevator Law, and the rules and regulations governing the construction, maintenance and operation of elevators and other lifting devices.

Skill in reading and interpreting elevator/passenger ropeway and architectural blue-prints, specifications and elevator permit applications.

Ability to perform complex mathematical calculations.

Ability to establish and maintain effective work methods.

Ability to identify and apply factors for evaluating and making recommendations to the Industrial Board and Elevator Advisory Board.

Ability to establish and maintain effective working relationships with all public and work related contacts.

Ability to express ideas clearly and concisely orally and in writing.

Ability to use a personal computer.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a UCC Elevator Inspector;

                                                                                                                  or

Four years of experience which involved the inspection, installation, repair, maintenance, or design of elevators, passenger ropeways, or other lifting devices which included reading and interpreting architectural plans and specifications.

NECESSARY SPECIAL REQUIREMENT(S): Certifications issued by the Department of Labor and Industry, Commonwealth of Pennsylvania as an Elevator Inspector, and Passenger Ropeway Inspector.
