UCC ELEVATOR INSPECTOR DIRECTOR

DEFINITION: This is responsible administrative and technical work directing the elevator and other lifting devices inspection program to ensure statewide compliance with the Uniform Construction Code (UCC) and other applicable state laws and regulations.

The employee in this class plans, organizes, and directs the statewide elevator and other lifting devices inspection, recruitment, and training programs. Work involves developing policies and procedures, interpreting technical standards on a statewide basis, reviewing and approving plans and specifications, coordinating division activities to insure uniform inspection service, and presenting information before the Elevator Advisory Board and Industrial Board. Supervision is exercised over supervisory, technical, and clerical staff who assist in all phases of the elevator and other lifting devices inspection program. Work involves communicating with insurance companies and inspectors, building contractors, elevator and other lifting devices companies, architects, and the general public. Work is performed under the general direction of an administrative superior and is reviewed through reports, conferences, and evaluation of the effectiveness of the program.

EXAMPLES OF WORK: Directs the statewide elevator and other lifting devices inspection, recruitment, and training programs.

Develops standard inspection and enforcement policies and procedures.

Interprets technical standards to engineers, architects, building owners, and other parties.

Directs development and adherence to procedures for the billing, processing, accounting, and review of funds.

Approves elevator and other lifting device installation plans and specifications for conformance with the regulations.

Evaluates the inspection program by comparing plans, policies, and procedures with inspection results.

Prepares reports on the status and progress of the program.

Appears before Elevator Advisory Board and Industrial Board to discuss problems arising from inspections.

Employees in this class may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices involved in the construction, installation, and maintenance of elevators and other lifting devices.

Knowledge of the Uniform Construction Code, the Elevator Law, and the rules and regulations governing the construction, maintenance and operation of elevators and other lifting devices.

Ability to make decisions on highly technical problems arising in the inspection of elevators and other lifting devices.

Ability to plan, organize, staff, and coordinate a statewide elevator and other lifting devices inspection program.

Ability to present ideas effectively, orally and in writing, and to speak before audiences.

Ability to establish and maintain effective working relationships with all public and work related contacts.

MINIMUM EXPERIENCE AND TRAINING: Three years as a UCC Elevator Inspector Supervisor or UCC Elevator Plans Examiner Variances Reviewer;

                                                                                                                     or

Three years of administrative or supervisory experience in an elevator and other lifting devices inspection program;

                                                                                                                    or

An equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENT(S): Certifications issued by the Department of Labor and Industry, Commonwealth of Pennsylvania as an Elevator Inspector, Passenger Ropeway Inspector, and Building Code Official.
