MINE SAFETY ELECTRICAL INSPECTOR SUPERVISOR

DEFINITION: This is supervisory work of the inspection of electrical equipment and installations in the underground mines of the Commonwealth.

The employee in this job supervises the daily activities of employees engaged in the inspection of electrical equipment and installations in underground mines to ensure compliance with Commonwealth and federal underground mining laws, rules, regulations, policies, and procedures relating to miner safety. Work includes providing advice and guidance to subordinates, coal operators, engineers, land owners, and the public on mine electrical safety and mining electrical operations, and the proper interpretation of underground mining laws, rules, regulations, policies, and procedures. Work involves establishing priorities for the enforcement of cases and assisting subordinates with the proper documentation and enforcement of cases. Work is assigned in the form of inspection units to be attained and the employee exercises considerable freedom in planning, scheduling, and assigning the work. Work is reviewed upon completion through reports and conferences for the attainment of assigned inspection units, completeness, technical accuracy, and quality.

EXAMPLES OF WORK: Plans, organizes, schedules, assigns, coordinates, directs, and supervises the inspection of electrical equipment and installations in underground mines to ensure compliance with Commonwealth and federal underground mine laws, rules, regulations, policies, and procedures.

Interprets underground mining laws, rules, regulations, policies, procedures, standards, guidelines, and program objectives for subordinates.

Demonstrates more efficient work methods to subordinates and discusses new, improved, or innovative methods and techniques for electrical underground mining including adapting or utilizing the techniques in the work.

Trains subordinates in the proper interpretation and application of the underground mining laws, rules, and regulations as utilized in the enforcement of cases and the conduct of inspections.

Performs independent inspections of electrical equipment and installations in underground mines to evaluate the work performance of subordinates or to compile additional information to be used in the enforcement of  cases.

Researches case files and case histories to prepare documentation for the prosecution of cases by the legal staff, discusses difficult or unusual cases with subordinates and discusses possible actions, and reviews and approves enforcement recommendations submitted by subordinates.

Meets with representatives of the underground mining industry to explain and interpret underground mining laws, rules, regulations, policies, and procedures and provides assistance to coal operators in solving operational problems and obtaining the require permits and plans approved.

Prepares memoranda, letters, correspondence, reports, and other written documents as required.

Operates a motor vehicle to travel to various work sites as required.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs similar work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of bituminous mining operations.

Knowledge of federal and state laws, regulations, policies, and procedures governing mine safety, electrical equipment and electrical systems located inside mines and within the immediate vicinity of mines.

Knowledge of the methods, techniques, and practices involved in constructing, installing and operating electrical systems and equipment inside mines and within the immediate vicinity of mines.

Knowledge of the functionality, defects, faults and corrective measures involved in underground mining electrical equipment.

Knowledge of the occupational hazards involved in constructing, installing and operating electrical systems and equipment inside mines and within the immediate vicinity of mines.

Ability to read and interpret technical mining materials.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a Bituminous Underground Mine Electrical Inspector;

An equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENTS: Possession of a valid Pennsylvania driver’s license.

Possession of a current and valid certificate as a bituminous mine electrician issued by the Department of Environmental Protection.
