OIL AND GAS INSPECTOR SUPERVISOR

NATURE OF WORK: This is supervisory and safety work in the inspection of oil and gas operations in each of the Regional Offices in the Department of Environmental Resources. The Oil and Gas Inspector Supervisor plans, schedules, supervises, and coordinates the inspection of oil and gas operations for safety, conservation and environmental concerns and coordinates the enforcement of oil and gas laws, rules, regulations, policies, and procedures.

DEFINITIONS: Employees in this class supervise the daily activities of employees, within the Regional Offices in the Department of Environmental Resources engaged in the regulation of activities to ensure compliance with the Commonwealth's rules and regulations governing oil and gas development, coal mining, and natural gas storage activities and their associated environmental impacts. Work requires supervising the daily activities of employees to ensure that assigned goals and objectives are being met; interpreting assignments, rules, regulations, policies and procedures for employees; evaluating employee performance; interviewing and recommending employee selections; receiving and resolving grievances and complaints, and approving leave requests; and evaluating employee training needs. Work includes providing advice and guidance to subordinates, oil and gas operators, well drillers, gas storage operators, geologists, engineers, land developers and land owners regarding proper methods of drilling, casing, operating and plugging of wells and the proper interpretation of oil and gas laws, rules, regulations, policies and procedures. Work also involves establishing priorities for the enforcement of cases and assisting subordinates in the documentation and enforcement of cases. Work is assigned in the form of program goals and objectives and the employee exercises considerable freedom in planning, scheduling, and assigning the work. Work is reviewed upon completion by a professional supervisor through reports and conferences for attainment of goals and objectives, completeness, technical accuracy, and quality.

EXAMPLE OF WORK: Plans, organizes, schedules, coordinates and supervises the inspection of oil and gas operations for safety, conservation, and environmental concerns; and coordinates the enforcement of oil and gas rules, regulations, policies, and procedures.

Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Evaluates employee performance and prepares and signs employee Performance Evaluation Reports.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances or complaints.

Approves leave requests and reviews subordinates' sick leave usage to determine if patterns of abuse exists.

Reviews and evaluates the educational training needs of subordinates; plans and conducts training; and requests further education and training for subordinates.

Interprets laws, rules, regulations, policies, procedures, standards, and objectives of the oil and gas program for subordinates.

Interprets contractual and administrative rights and obligations for subordinates and modifies the work environment or process to conform to changing conditions.

Reviews subordinates' weekly itinerary, inspection reports, and monthly activities report to ensure priority work is being completed and program goals and objectives are being met.

Reviews reports, letters, and correspondence prepared by subordinates for completeness, accuracy, grammar, and content.

Demonstrates more efficient work methods to subordinates; and discusses new or innovative techniques developed for use in the oil and gas management field with subordinates.

Trains subordinates in the interpretation and application of the rules, regulations, and laws utilized in the enforcement of cases; and trains subordinates in rules, regulations, policies and procedures utilized in the work.

Performs independent field inspections to evaluate subordinates' work.

Researches case files and case history to prepare documentation for use in the prosecution of cases by legal staff.

Discusses difficult enforcement cases with subordinates, reviews case files and documentation, discusses possible action with subordinates, and reviews enforcement recommendations and approves or disapproves enforcement recommendations.

Provides advice to subordinates and co-workers on difficult or unusual cases.

Provides advice to oil and gas operators on methods to solve operational problems.

Meets with representatives of the oil and gas industries to explain and interpret oil and gas rules, regulations, policies and procedures; and provides technical assistance on such matters as the proper methods of drilling, casing, cementing, plugging wells, waste storage, and disposal.

Prepares letters, reports, and correspondence to exchange information with supervisory staff, subordinates, oil and gas operators, mine operators, municipal officials, consultants, and the public.

Performs similar work as required.

REQUIRED KNOWLEDGES, SKILLS and ABILITIES: Knowledge of the Department of Environmental Resources' laws, rules, regulations, policies, and procedures governing oil and gas and underground mining activities.

Knowledge of Federal laws, rules, regulations, policies, and procedures governing oil and gas and underground miningactivities.

Knowledge of the procedures and techniques utilized in inspecting oil and gas operations.

Knowledge of acceptable waste, storage and disposal methods and practices.

Knowledge of the production methods and practices of the oil and gas industry.

Knowledge of the hazardous conditions involved in oil and gas drilling and underground mining operations.

Knowledge of the principles and practices of petroleum, natural gas, and coal extraction.

Knowledge of procedures and techniques utilized in the documentation of violations, and the preparation of violation letters.

Knowledge of the safety precautions required while conducting inspections, investigations and surveys.

Knowledge of the basic design consideration for oil and gas and underground coal mining facilities.

Knowledge of the Commonwealth's and Departmental rules, regulations, policies, and procedures governing travel, lodging, expense vouchers, and reporting requirements.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to read and understand engineering and geologic reports, drawings, mine maps and blueprints.

Ability to plan, organize, and assign work to subordinates.

Ability to read and interpret collective bargaining unit contracts applicable to the work performed by the unit.

Ability to evaluate employee performance and prepare employee Performance Evaluation Reports.

Ability to read and interpret state and Federal laws.

Ability to read and interpret Commonwealth's and Departmental administrative rules, regulations, policies, and procedures.

Ability to demonstrate proper methods and techniques for performing work to subordinates.

Ability to learn to supervise employees effectively.

Ability to meet with and secure the cooperation of oil and gas operators, mine operators, municipal officials, and the public during the conduct of inspections, investigations, surveys and enforcement functions.

Ability to establish and maintain effective working relationships with subordinates, co-workers, supervisor, municipal officials, oil and gas operators, mine operators, and the public.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as an Oil and Gas Inspector;

Two years as a Water Quality Specialist in the Department's Oil and Gas Program;

                                                                                                                                                                      or

A Bachelor's Degree in Geology, Petroleum Engineering or in a closely related field, and three years technical experience in the oil and gas industry;

                                                                                                                                                                      or

Any equivalent combination of experience and training that affords the applicant the Required Knowledges, Skills, and Abilities, including a minimum of three years of oil and gas technical program experience.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.
