JOB TITLE: INVESTIGATION MANAGER, OSIG

JOB CODE: 71844

DEFINITION: This is managerial work directing a regional or headquarters investigative operation in the Office of State Inspector General (OSIG).

An employee in this job directs, plans, and coordinates investigations of alleged fraud, waste, misconduct, abuse, or violation of state laws involving commonwealth employees, operations, and public benefits programs. Work involves reviewing and preparing criminal complaints and affidavits, applications for search warrants, and subpoenas; overseeing and assigning civil and criminal investigations to subordinate staff; and providing guidance with difficult cases that require a higher level of interpretation and understanding. Work also involves overseeing claims recovery and recommending prosecution of recipients who have committed fraud. Work includes applying agency policies and procedures in investigations and working with law enforcement officials, district attorneys, judges, and other officials in state and local governments to obtain cooperation and assistance; and directing program reviews for compliance with rules and regulations in agencies under the governor's jurisdiction. Supervision is exercised over subordinate supervisory or advanced investigative staff. Work is performed independently under the general direction of an administrative supervisor and is reviewed through conferences and reports for the attainment of established goals and objectives.

   DISTINGUISHING CHARACTERISTICS:

     • In the Bureau of Special Investigations, this work is distinguished from the lower level jobs by the responsibility for supervising Senior Special Investigators.

     • In the Bureau of Fraud Prevention and Prosecution, this work is distinguished from the lower level jobs by the responsibility for supervising Special Agent Supervisors.

• Plans, organizes, and directs the activities of investigative and support staff in conducting investigations and related activity.

• Interprets laws, legal rulings, regulations, standards, and policies.

• Plans and supervises all operational aspects of an investigative program, including assigning cases to investigators or supervisors and scheduling and directing the flow of work.

• Reviews difficult cases for which a precedent has not been established, or which require high-level interpretation and decision-making, to determine the appropriate course of action.

• Develops goals and objectives for investigations, prosecutions, and program reviews for fraud and abuse cases or the recovery of claims in public benefit programs.

• Directs the gathering and analysis of evidentiary information used in supporting the findings and conclusions of investigations conducted by staff.

• Reviews complaints alleging violations of laws, regulations, and commonwealth polices to determine the type of investigative activity to be initiated.

• Manages investigative operations, such as surveillance, document examination, interrogation, and the use of electronic and photographic equipment.

• Directs the forensic and laboratory analysis of evidence for use as necessary.

• Reviews summary reports of investigations and directs further investigative action when needed.

• Appears in court and at other official proceedings as an expert witness to testify to the material facts of investigations.

• Reviews or prepares police criminal complaints, affidavits, search warrants, subpoenas, and related legal documentation.

• Maintains, carries, and appropriately uses firearms, other non-lethal weapons, and specialized equipment.

• Develops and implements new investigative procedures.

• Functions as the custodian of local investigative records and prepares reports for higher-level management.

• Approves requests generated by field staff for access to reports governed by federal law.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principals, methods, and techniques of criminal investigation and law enforcement and the legal procedures involved in presenting evidence.

• Knowledge of the applicable statutes, court decisions, interpretations, and administrative procedures and rulings pertaining to violations of state laws and the rights of citizens during and following arrests.

• Knowledge of the use and care of technical, scientific, photographic, and other equipment related to investigative work.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to operate a motor vehicle.

• Ability to ascertain facts by personal contact and observation and the examination of records.

• Ability to evaluate the effectiveness of policies and operations and to recommend and implement changes to increase program effectiveness.

• Ability to plan, direct, and coordinate the work of an investigation.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years as a Senior Special Investigator, OSIG (commonwealth title);

or

• Three years as a Special Agent Supervisor A, OSIG or Special Agent Supervisor S, OSIG (commonwealth titles);

or

• Six years of experience in criminal, civil, or administrative investigation work, and a bachelor’s degree in criminal justice or a related field;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active motor vehicle license.

• All employees must obtain CLEAN/NCIC certification within two months of employment and maintain this certification for the duration of employment in this job.

• All employees must attend and successfully complete the Commonwealth Investigator Training Program (CITP) within one year of employment.
