JOB TITLE: DIRECTOR, BUREAU OF DRIVER LICENSING

JOB CODE: 71950

DEFINITION: This is highly responsible administrative work directing all phases of the Department of Transportation’s Operator Licensing, Driver Exam, and Driver Safety Programs.

The employee in this job is responsible for providing broad direction and control over all activities of the Bureau of Driver Licensing, which includes license application processing, driver examination, driver improvement, third party commercial and non-commercial driver testing, license suspension/revocation and restoration, and the sale of driver and vehicle information. Work involves directing the issuance of all learner’s permits, photographic driver licenses, and non-driver photo-identification cards; the administration of a system for classifying drivers according to type of vehicle driven; and the verification of the identification of individuals applying for driver’s license and identification cards. Work also involves responsibility for a large staff including contracted personnel comprised of clerical, administrative, and technical support personnel engaged in the sanctioning of drivers for violations committed while operating a motor vehicle, promoting highway safety through the development and administration of driver improvement programs, the issuance of all learner's permits, photographic driver licenses, probationary licenses, and occupational limited licenses, as well as the administration and management of the driver examination program and building maintenance on associated facilities whether state-owned or leased. Through subordinate managers, the employee in this job directs the maintenance of records of all drivers licensed by the commonwealth, administers the state school bus driver licensing program to include licensing criteria, oversees the collection of fees and fee accounting processes for the bureau through the operation and quality control of the Driver License and Control System, directs the processing of applications for commercial licenses and permits, and processes complaints of fraudulent use of driver licenses. Additionally, work involves responsibility for giving direction to a planning, policy development, and public relations program and for providing essential input for recommendations to legislative liaisons to effect revision in the Pennsylvania Vehicle Code through the General Assembly by crafting legislative language, preparing testimony for sponsoring legislators, and implementing procedural changes to improve program effectiveness. Work is performed with considerable independence and is reviewed by the Deputy Secretary for Driver and Vehicle Services through conferences and reports to determine program effectiveness.

• Organizes, directs, coordinates, and controls all activities of the Department of Transportation's Driver Licensing Program.

• Assigns work to subordinates in the form of programs or broad objectives, reviews work for results obtained, and resolves problems effecting Bureau operations.

• Provides any guidance and supervision required to accomplish Department and administration programs, goals, and objectives.

• Directs the review of incoming information such as federal regulations or legislative changes and the development of procedural changes to improve program effectiveness.

• Performs considerable public contact involving the presentation of driver licensing requirements and changes through the news media.

• Interprets the Pennsylvania Vehicle Code and resolves complex technical problems.

• Ensures assigned staff is fully utilized and determines overall staffing needs to accomplish critical work programs.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Knowledge of personnel budgeting and expense principles.

• Knowledge of the principles and practices involved in the field of driver licensing.

• Knowledge of the Commonwealth of Pennsylvania laws, rules, and regulations governing the field of driver licensing and the suspension and revocation of operators' licenses.

• Knowledge of the principles and practices of public administration.

• Ability to coordinate the activities of program areas and resolve conflicts as necessary.

• Ability to exercise initiative and judgment in developing, interpreting, and implementing policies and procedures and in analyzing and evaluating the effectiveness of programs.

• Ability to plan, direct, and control a statewide driver licensing program.

• Ability to plan and organize the work of a large administrative and clerical staff.

• Ability to exercise sound judgment and discretion in applying and interpreting departmental policies and procedures.

• Ability to enlist the support and cooperation of various private and public individuals and groups in promoting driver licensing programs.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Eight years of professional administrative experience, which includes five years in a supervisory capacity; and a bachelor’s degree;

or

• An equivalent combination of experience and training.
