JOB TITLE: FINGERPRINT TECHNICIAN SUPERVISOR

SERIES NATURE OF WORK: The Fingerprint Technician job series describes work in the analysis, classification, and identification of fingerprints.

DEFINITION: This is technical and supervisory work classifying, examining, and matching fingerprints and palm prints.

An employee in this job plans, schedules, and evaluates the work of subordinate Fingerprint Technicians engaged in the identification and non-identification of individuals through automated and manual fingerprint and palm print examination, comparison, and verification. Work involves responsibility for the entire print identification process on an assigned shift. Work includes communicating with law enforcement and government agencies; appropriately releasing criminal record information; providing instruction to fingerprint technicians; and developing and applying new methods and procedures for classifying, searching, and matching prints. Work is performed with considerable independence under the general supervision of the Fingerprint Classification Manager and in accordance with established policies, procedures, and standards.

   DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the lower-level job based on the responsibility for supervising Fingerprint Technician staff.

• Supervises an assigned shift of Fingerprint Technicians involved in classifying, examining, and matching fingerprints and palm prints.

• Monitors individual workloads and system queues to assess proper distribution of work and efficiency of operations.

• Communicates with law enforcement and governmental agencies and coordinates the appropriate release of criminal records.

• Participates in the improvement and revision of fingerprint identification methods, operating procedures, and training manuals.

• Provides formal and on-the-job training to Fingerprint Technicians.

• Identifies Multimodal Biometric Identification System (MBIS) malfunctions and works with information technology staff to resolve issues when necessary.

• Validates identification of fingerprint matches and non-matches made by Fingerprint Technicians prior to the update and release of MBIS records.

• Provides guidance to state and local agencies on the interpretation and application of fingerprint legislation and the use of fingerprint equipment.

• Prepares reports relative to workflow, performance, and production.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with organizational and operational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the procedures and techniques used in fingerprint and palm print classification, searching, and matching.

• Knowledge of fingerprint identification software and other fingerprint equipment.

• Knowledge of PA Crimes Code Title 18 and other crime codes related to fingerprint information, records, and software.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to visually distinguish fine variations in images.

• Ability to interpret, apply, and communicate fingerprint policies and procedures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Fingerprint Technician (commonwealth title);

or

• Two years of experience in the identification and non-identification of individuals through fingerprint and palm print examination, comparison, and verification.
