JOB TITLE: TRAINING DIRECTOR, GAME COMMISSION

DEFINITION: This is administrative work in directing and managing the overall agency training function in the Pennsylvania Game Commission (PGC).
The employee in this job is responsible for directing and managing all employee development and training programs for the PGC, including law enforcement, information and education, land management, wildlife management, and administrative functions. The incumbent is responsible for directing the Wildlife Conservation Officer Cadet training program at the Ross Leffler School of Conservation, mandatory in-service law enforcement training for wildlife conservation officers and deputies, management training, and out-service training. Responsibilities include developing and recommending agency training policies, assessing training needs, developing, organizing, delivering, and evaluating training programs, maintaining agency training records, and managing the agency training facility. Supervision is exercised over a staff of professional and clerical employees. Work is performed with a high degree of independence within the parameters of the Game and Wildlife Code, employment law, liability law, constitutional and criminal law, federal and state health and safety regulations, Governor’s Office directives, and agency policy. Work is assigned in the form of goals by an agency executive and performance is reviewed through discussions, conferences, reports, and analysis of program effectiveness.

• Plans and directs the design, development, and delivery of functional, conceptual, and theoretical training in both general and technical disciplines related to the wildlife conservation and management programs of the Pennsylvania Game Commission.
• Directs all operations, curricula, and functions of the Ross Leffler School of Conservation, the PGC’s academy for the training of wildlife conservation officers and deputy wildlife conservation officers.
• Directs and manages the annual mandatory law enforcement training program for wildlife conservation officers and deputy wildlife conservation officers.
• Manages the agency’s out-service training program and reviews out-service training requests for all employees for compliance with commonwealth and agency policies.
• Establishes goals, objectives, and priorities for the PGC training program.
• Supervises Wildlife Conservation Officer Cadets, evaluates cadet performance, and administers discipline.
• Supervises the selection, training, evaluation, and direction of certified agency instructors and subject matter experts to conduct training in law enforcement, land management, information and education, public relations, wildlife management, employee health and safety, management development, and administrative functions.
• Advises the Executive Office and senior managers on all training-related matters.
• Assesses agency-wide training needs, develops program curricula and training standards, and evaluates program effectiveness.
• Promotes the professional development of instructional staff in advanced training methods and technologies.
• Manages the agency’s training budget.
• Locates and evaluates outside sources of training to determine applicability for the agency.
• Monitors and interprets federal and state laws and liability issues related to employee training.
• Serves as an instructor and subject matter expert.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the mission, goals, objectives, functions, and policies of the Pennsylvania Game Commission.
• Knowledge of the principles and methods of a comprehensive wildlife conservation program including wildlife management practices, wildlife law enforcement, conservation information and educational techniques and programs, land and habitat management, public relations, and related environmental issues and trends.
• Knowledge of the criminal justice system including the court system, the rules of criminal procedure, law enforcement principles and methods, constitutional and liability issues, and officer safety issues.
• Knowledge of the Pennsylvania Game and Wildlife Code, the Crimes Code, the Vehicle Code, the Fish and Boat Code, the Drug Device and Cosmetic Act, and other state and federal laws relating to conservation law enforcement.
• Knowledge of curriculum and planning development.
• Knowledge of state and federal health and safety regulations.
• Knowledge of the principles and practices of public administration.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Knowledge of the principles and practices of effective supervision.
• Ability to analyze and interpret written information and numerical data.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be used for Civil Service examination purposes and are not position-specific performance standards.):
• Ability to manage and supervise the development, implementation, and evaluation of effective statewide training programs.
• Ability to develop instruments and systems for training needs assessment, curricula development, instructional design, course evaluation, and documentation of training.
• Ability to make public presentations and conduct training.
• Ability to train instructors in new techniques.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year as a Wildlife Conservation Officer Law Enforcement Coordinator;
or
• Two years as a Wildlife Conservation Officer Supervisor.
SPECIAL REQUIREMENT:
• All employees must be full-term graduates of the Pennsylvania Game Commission’s Ross Leffler School of Conservation.
