MOTOR FUEL TAXING MANAGER, REVENUE

DEFINITION: This is managerial work directing the Motor Fuel Taxing Program in the Department of Revenue.

The employee in this class is responsible for planning, organizing and directing all aspects of the Motor Fuel Taxing Program. Work involves supervising subordinate supervisors responsible for examining tax documents for compliance with the Motor Fuel Tax laws, rules, policies, procedures, and regulations; collecting delinquent tax monies for Motor Fuel Taxes; allocating tax monies to funds for the Department of Transportation; issuing licenses for the Motor Fuel Taxes; processing surety bonds or negotiable securities for obtaining licenses for taxes; processing returns for the International Fuels Tax Agreement; distributing tax monies collected under the International Fuels Tax Agreement to all participating jurisdictions; and issuing International Fuels Tax Agreement credentials for motor carriers based in Pennsylvania. A significant component of the work involves interpreting Pennsylvania Motor Fuel Tax laws, rules, regulations, policies and procedures for taxpayers, supervisors, accountants and attorneys representing the petroleum and trucking industries, and employees; and working with the Bureau of Research and the Department of Transportation to determine revenue estimates to be used for funding the Department of Transportation. Work includes coordinating the activities of subordinate processing sections to ensure they are working toward the attainment of similar goals and objectives, resolving conflicts between sections, and evaluating the effectiveness of each section. Work includes preparing recommendations for formulating tax policy of a sensitive nature relative to Motor Fuel Taxes; analyzing legislative proposals and the potential impact of proposals on the Motor Fuel Tax program; and making recommendations to oppose or support legislative proposals. Work includes determining workflow, evaluating employee work performance, and preparing and signing employee performance evaluation reports. Work involves interviewing and recommending employee selection; receiving and resolving employee grievances and complaints; approving leave requests; evaluating training needs of subordinate supervisors; demonstrating more efficient work methods to subordinates; and planning, coordinating and conducting training for employees relating to Motor Fuel Taxes. Work is performed independently under the direction of the Director of Bureau of Motor Fuel Taxes and is subject to general review for adherence to departmental rules and policies.

EXAMPLES OF WORK: Manages through subordinate supervisors the examination of tax documents for compliance with the Motor Fuel Tax laws, regulations, rules, policies and procedures.

Plans and organizes work, determines work priority, sets goals, and reviews work performance.

Directs subordinate supervisors in the collection of delinquent tax monies for Motor Fuel Taxes.

Directs subordinate supervisors in issuing licenses for Motor Fuel Taxes.

Directs subordinate supervisors in processing returns for the International Fuels Tax Agreement.

Directs subordinate supervisors in distributing tax monies collected under the International Fuels Tax Agreement.

Directs subordinate supervisors in the allocation of tax monies to funds for the Department of Transportation.

Works with the Bureau of Research and the Department of Transportation to determine revenue estimates to be used for funding the Department of Transportation.

Analyzes proposed and enacted Motor Fuel Tax legislation for the Director to determine impact on bureau operations and the effect on petroleum users in Pennsylvania and interstate carriers based in Pennsylvania.

Directs the processing of surety bonds or negotiable securities for obtaining licenses for taxes.

Prepares recommendations for formulating tax policy of a sensitive nature relative to Motor Fuel Taxes.

Represents the Department of Revenue as the expert witness in Motor Fuel Tax criminal prosecution cases pending before various courts of the Commonwealth or the United States.

Evaluates employee work performance, and prepares and signs employee Performance Evaluations Reports.

Interprets Motor Fuels Tax laws, rules, regulations, policies, and procedures for taxpayers, supervisors, and employees.

Represents the Department of Revenue on the management advisory committee of the New York Regional Processing Center.

Represents the Department of Revenue as the Assistant International Fuels Tax Agreement commissioner pursuant to the provisions of the International Fuels Tax Agreement.

Participates in the Governor's Motor Carrier Advisory Committee in representing the Secretary of Revenue and/or the Director Bureau of Motor Fuel Taxes.

Interviews prospective employees and recommends employee selections or rates applicants in terms of preferability for employment.

Performs work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Department of Revenue's rules, laws, regulations, policies, and procedures for Liquid Fuels and Fuels Taxes, Oil Franchise Tax, Motor Carriers Road Tax, Aviation Fuels Tax, and International Fuels Tax Agreement.

Knowledge of the principles, methods, and techniques of telephone collections.

Knowledge of the procedures and techniques utilized in evaluating the effectiveness of the Motor Fuel Tax program.

Knowledge of the Commonwealth's and the Department's rules, regulations, policies, and procedures governing travel, lodging, expense voucher, and reporting requirements.

Knowledge of the collective bargaining unit contracts applicable to work performed by subordinate units.

Ability to plan, organize, and assign work to subordinates.

Ability to evaluate employee performance and prepare employee Performance Evaluation Reports.

Ability to read and interpret collective bargaining unit contracts applicable to the work performed by the unit.

Ability to evaluate employee training needs and request further education and training for subordinates.

Ability to supervise work activities of subordinates effectively.

Ability to train employees in the interpretations and application of laws, rules, regulations, policies, and procedures.

Ability to evaluate the effectiveness of the Motor Fuel Tax program.

Ability to review and comment on proposed rules and regulations.

Ability to plan and develop methods, policies, and procedures for evaluating the Motor Fuel Tax program.

Ability to express ideas clearly and concisely, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Seven years of experience in progressively responsible and varied administrative work including three years in a tax or collection program; and a bachelor's degree including or supplemented by courses in law, accounting, business administration, or public administration;
