STATE POLICE SERGEANT

DEFINITION: This is supervisory or highly specialized law enforcement work for the Pennsylvania State Police.

An employee in this job supervises the work of subordinate State Police Corporals or performs duties of comparable complexity that require highly specialized police skills. Work at this level may involve commanding the patrol, crime, and staff functions at a State Police Station; supervising Troop-wide patrol, crime, or staff services functions at a State Police Troop Headquarters; or performing supervisory duties of comparable complexity within a State Police Bureau or Office. In the absence of managerial duties over supervisory or specialized law enforcement staff, duties may involve administering a statewide police-related program or performing technical and highly specialized nonsupervisory police work of comparable complexity. Employees in this job enforce Commonwealth laws and are sworn police officers exercising the powers of arrest. Duties involve tactful and courteous treatment of the public, impartial application of the law, and the need to make instantaneous decisions and take appropriate actions in situations that are frequently stressful or dangerous in nature. Work is performed independently and is reviewed for quality, completeness, and technical soundness through reports and observation.

EXAMPLES OF WORK: Functions as Station Commander by planning, directing, scheduling, and evaluating the work of subordinate personnel engaged in providing the full-range of police services at a State Police Station.

Functions as Patrol Section Supervisor at Troop Headquarters by supervising the work of subordinate personnel responsible for Troop-wide patrol functions such as collision analysis and reconstruction, commercial vehicle enforcement, vehicle fraud investigation, and special patrol enforcement programs.

Functions as Staff Services Section Supervisor at Troop Headquarters by supervising the work of subordinate personnel involved in functions such as automotive, facility, grounds, and communications equipment maintenance, procurement and supply, and community services.

Functions as Criminal Investigation Section Supervisor at Troop Headquarters by supervising the work of subordinate personnel responsible for open and undercover investigative functions related to crime, fire, vice, intelligence, forensic evidence, and polygraphs.

Functions as a Gaming Office Commander by supervising personnel responsible for investigative and enforcement activities at a gaming facility.

Functions as a District Office Commander by managing personnel responsible for investigating and enforcing compliance with liquor code laws.

Supervises personnel involved in coordinating and delivering law-enforcement training courses at a regional training center.

Determines operational needs and prepares personnel and budgetary recommendations.

Ensures maintenance of facilities, vehicles, and equipment.

Issues orders and instructions to subordinates in routine law enforcement and emergency situations.

Coordinates and directs an incident response of emergency and non- emergency services.

Reviews reports and records from subordinates and prepares comprehensive reports regarding accidents, crimes, and other police-related incidents.

Develops, administers, coordinates, and analyzes a specialized statewide  law enforcement program.

Performs in a specialized nonsupervisory function such as Internal Affairs Investigator or Systems and Process Review Investigator.

Coordinates communications with local, state, and federal law enforcement agencies on various police issues, investigations, and programs.

Travels within and to patrol zones and to scenes of accidents and criminal incidents, courts of law, residences, businesses, and other locations.

Operates a police motor vehicle in the performance of assigned duties.

Performs the full range of supervisory duties.

Participates in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Pennsylvania Crimes Code and Motor Vehicle Code.

Knowledge of State Police administrative, field, and operational regulations.

Knowledge of principles and practices associated with law enforcement.

Knowledge of emergency response procedures.

Knowledge of the procedures associated with identification and preservation of physical evidence and maintaining evidence chain of custody.

Knowledge of criminal investigation practices and procedures.

Knowledge of department communications protocol and equipment.

Knowledge of specialized software and computerized equipment used for the preparation of forms and reports.

Skill in the proficient use of department firearms.

Ability to analyze and interpret laws and regulations.

Ability to identify inconsistencies in information and evidence.

Ability to effectively recall details and facts.

Ability to properly handle lethal and less-lethal weapons.

Ability to operate department police vehicles.

Ability to establish and maintain effective working relationships.

Ability to effectively communicate orally.

Ability to effectively communicate in writing.

MINIMUM EXPERIENCE AND TRAINING: Two years as a State Police Corporal.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Pennsylvania non-commercial Class C driver’s license.
