JOB TITLE: TROOP ADMINISTRATIVE MANAGER

JOB CODE: 74120

DEFINITION: This is professional administrative work in directing business and clerical services at a Pennsylvania State Police (PSP) troop headquarters.

An employee in this job plans and directs administrative activities which support regional State Police operations. Work involves developing, implementing, and managing administrative operating procedures; interpreting and ensuring troop adherence to departmental administrative policies; monitoring a troop’s budget allocations and administering financial procedures; coordinating human resource actions and ensuring compliance with human resource policies and procedures; directing the maintenance and reporting of a wide variety of administrative and operational data; and supervising clerical employees. An important aspect of this work involves serving as the principal advisor to the troop’s State Police command staff regarding departmental administrative policies and procedures, thereby supporting the commanders’ focus on law enforcement operations. Work is performed with considerable independence and is reviewed by a State Police Troop Commander for effectiveness and conformance with departmental policies and procedures.

Directs and coordinates, through subordinate staff, the full range of administrative services that support a troop’s law enforcement operations.

Implements, interprets, and ensures compliance with departmental administrative policies and procedures.

Develops, revises, and implements troop administrative operating procedures.

Functions as a liaison with the agency’s central human resource office for coordinating a wide variety of troop human resource actions.

Assists in the preparation of budgetary requests by preparing historical and projected financial data and recommending, maintaining, and monitoring troop budget requests.

Administers account disbursements and replenishments, monitors balances, and maintains financial procedures.

Functions as a liaison with the agency’s central office staff regarding budget preparation, fund allocations, and financial controls and procedures.

Oversees the collection, organization, and maintenance of operational, personnel, and fiscal data and records.

Ensures reports and correspondence are properly prepared and submitted by subordinates regarding police activities, personnel matters, and law enforcement programs.

Prepares correspondence and comprehensive reports to exchange information with command staff, subordinate personnel, the general public, and other law enforcement partners.

Oversees troop timekeeping activities by interpreting labor contracts to determine pay rules, applying attendance and fund coding to hours worked, and performing payroll processing error esolution.

Provides direction to station clerks, coordinates their activities with those of the troop administrative office, and ensures their compliance with established policies and procedures.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of Pennsylvania State Police regulations, operations, and organizational structure.

Knowledge of Pennsylvania State Police administrative and clerical procedures and systems.

Ability to analyze and interpret policies and procedures.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. Knowledge of AFSCME and Pennsylvania State Police Troopers Association’s labor agreements.

Knowledge of commonwealth budgeting and fiscal control procedures.

Knowledge of the principles and practices of public human resource administration.

Knowledge of the principles and practices of employee supervision.

Ability to develop, revise, implement, and manage administrative operating procedures.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

Two years of experience within a Pennsylvania State Police Troop or Bureau administrative office, and a bachelor’s degree.
