CORRECTIONS SAFETY AND ENVIRONMENTAL PROTECTION CHIEF

DEFINITION: This is administrative and management work in the development, implementation, direction and evaluation of a comprehensive safety management and environmental protection program for the Department of Corrections.

The employee in this job develops, implements, directs and evaluates department-wide programs in hazardous substance control, "Right to Know," risk management, health preservation, fire prevention and safety management. Work involves developing and implementing policies to ensure environmental protection and safety for inmates and employees in all facilities, institutions and Community Corrections Centers in the Department. This includes review of the design, construction and renovation of Department institutions, facilities and centers relative to safety features, smoke purge systems, life-safety code compliance, and equipment needs. Technical guidance is provided statewide to all Corrections Institutional Safety Managers who conduct full scope employee, inmate and facility safety programs. Supervision is exercised over subordinate professional staff that assist with the management of departmental safety and environmental programs. Work is performed with considerable independence under the direction of an administrative superior who reviews performance through periodic conferences, reports, inspection of Institutions, conformance to regulations, standards and policies and results attained.

EXAMPLES OF WORK: Reviews all extraordinary occurrence reports from institutions and comments on the safety and environmental areas of concern.

Reviews and tracks monthly operations reports submitted to Central Office for environmental and safety occurrences.

Reviews and tracks all environmental, safety, and fire reports submitted by the Institutions and Community Corrections Centers and comments on needed improvements and changes.

Participates in and assists in presentations to the Deputy Superintendents concerning safety and environmental policies and procedures.

Chairs statewide meetings with Corrections Institutional Safety Managers.

Reviews state-of-the-art equipment relative to safety and environmental protection and conducts testing to recommend possible changes in equipment type and use throughout the Department.

Reviews all Institution emergency plans to assure that they are adequate and in line with Department of Corrections policy.

Reviews and updates all Department policy relevant to safety and environmental concerns.

Acts as a liaison for the radiological emergency response plan for required Institutions.

Acts as the Department’s primary contact with the Pennsylvania Emergency Management Agency, which includes coordinating resources during emergencies and exercise drills.

Acts as a chairman of the Central Office Safety Committee and reviews all Institutional monthly safety reports.

Establishes and maintains liaison with federal, state and independent safety and health agencies for information exchange and cooperative assistance.

Establishes and maintains a respiratory protection training program.

Reviews the quality of facility Respiratory Protection Programs.

Develops, implements, and manages the operation of an Accident Prevention Program.

Develops, implements, and manages the operation of a Hazardous Substance Control Program.

Ensures department-wide compliance with all "Right-to-Know" matters.

Performs environmental monitoring in and out of buildings and trains other staff to perform such monitoring to insure that chemically and ecologically safe conditions exist in facilities.

Develops, implements and manages the operation of a Fire Prevention Program.

Reviews the quality of facility driver safety programs.

Conducts on-site inspections of the total safety management program.

Conducts ongoing analysis and evaluation of facility trends and accidents, fire incidents, and hazardous substance incidents.

Provides technical assistance to facilities for the development and refinement of full scope facility loss prevention and control, health preservation, and risk management programs.

Provides assistance to the Bureau of Human Resources in safety and environmental health areas, as necessary.

Oversees the development of specifications for safety-related contracts.

Manages and conducts audits of state institutional fire and safety programs.

Provides technical guidance to Corrections Institutional Safety Managers and other staff throughout the Department.

Performs the full range of supervisory duties.

May participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of fire, safety, and environmental principles.

Ability to interpret departmental policies in the areas of fire prevention and safety, and environmental practices.

Ability to interpret American Correctional Association standards relating to fire, safety, and environmental programs.

Ability to conduct professional training programs in environmental and safety areas.

Ability to establish and maintain effective working relationships with professional staff, management officials, and institutional employees.

Ability to develop policies, and procedures relating to the standards of safety at a correctional facility.

Ability to communicate orally.

Ability to communicate in writing.

MINIMUM EXPERIENCE AND TRAINING: Five years of institutional environmental safety and/or fire prevention work, and completion of two years of college;

Three years of institutional environmental safety and/or fire prevention work and a bachelor's degree;

                                                                                                                                               or
 
An equivalent combination of experience and training.
