JOB TITLE: FACILITY SAFETY MANAGER

JOB CODE: 74260

DEFINITION: This is administrative work overseeing safety management functions at a state-operated facility.

An employee in this job directs the total facility safety program, including accident and fire prevention and security. Work involves annually reviewing and inspecting fire and safety equipment; developing, coordinating, implementing, facilitating, and maintaining facility safety policies, procedures, and training; and implementing accident and fire avoidance protocols and security measures to ensure the preservation of facility property and the safety of facility residents, employees, and visitors. Work may also involve reviewing the safety of community work sites, reviewing and responding to inmate grievances, overseeing the use and distribution of chemicals within the facility, implementing environmental safety programs, acting as a liaison with the Department of Environment Protection (DEP) on inspections and incidents, and overseeing asbestos abatement and lead paint removal. Supervision may be exercised over security and technical employees assigned to safety functional areas. Work is performed independently under the general direction of an administrative supervisor and is reviewed for overall quality and effectiveness in meeting established objectives and goals.

• Develops and oversees training and education regarding accident investigation, enforcement of safety rules and regulations, and preventive safety measures and devices.

• Plans, develops, coordinates, and presents new or revised employee safety, fire prevention, environmental safety, and security training programs.

• Annually inspects all fire safety and radiological equipment and conducts industrial hygiene testing.

• Reviews and inspects the safety of community work program sites before and after completion.

• Develops facility safety policies and procedures to effectively implement safety programs.

• Oversees safety inspections, establishes a safety reporting system, and integrates standard emergency medical equipment and practices into the facility’s safety program.

• Investigates accidents involving injuries or property damage to determine causal factors and recommends measures to prevent or minimize recurrences.

• Reviews plans and specifications for the purchase or construction of new equipment and facilities to ensure that departmental safety requirements are met.

• Presents workshops on the development of various aspects of the facility safety program to facility staff.

• Conducts drills and tests for required facility accreditations and maintains necessary documentation.

• Oversees the preparation of reports relating to accident and injury data, fire and prevention data, and security operations.

• Reviews and approves the distribution and use of cleaning chemicals in the facility and provides training on their usage.

• Attends and participates in workshops and seminars pertinent to institutional safety management.

• Oversees the purchase, distribution, storage, and fit testing of all personal protective equipment.

• Reviews and responds to inmate grievances regarding health, safety, or sanitation issues; meets with the inmate to discuss and responds as appropriate.

• Serves as a leader of the Fire Emergency Response and Illicit Drug Response Teams and co-chairs the facility’s safety committee.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of accident and fire prevention and safety methods, principles, and practices.

• Knowledge of security, property protection, and crime detection and prevention methods, principles, and practices.

• Knowledge of occupational, industrial, environmental, fire, and security safety hazards.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret laws, regulations, policies, and procedures.

• Ability to analyze and interpret written and numerical information.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of professional experience in an organized accident prevention, fire prevention, environmental safety, or security program, and a bachelor’s degree;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENT:

• Certain positions require that an employee obtain Advanced Safety Certification from the National Safety Council within five years.

• Certain positions require that an employee obtain and maintain a Radiological Safety Officer Certification upon hire.

• Certain positions require that an employee obtain and maintain a Lead Renovator Certification upon hire.

• Certain positions require that an employee obtain and maintain an Asbestos Supervisor and Building Inspector Certification upon hire.
