SECURITY OFFICER 3

DEFINITION: This is supervisory and minor administrative security work in protecting state property and maintaining the security of a state institution, park, or installation.

An employee in this class supervises and directs a large security force patrolling a state institution, park, airport, or assigned area of the state capitol on a multiple shift basis, to protect and guard property or persons from fire, theft, trespass or other hazards. Work involves supervising the regulation of the activities of patients, patrons or the general public, and may include performing limited police duties. Work involves the training of lower level security officers and directing the arrangement of shifts to provide for optimum security. Work usually includes providing informational and instructional programs to acquaint Commonwealth employees and facility clientele with rules, regulations, and laws concerning conduct at the facility. Duties may require directing the use of motorized transportation and radio communications to conduct patrols. Work may include the provision of security services including the maintenance of institutional keys, files or authorized cars, and similar services. Work is performed with considerable independence for the provision of the assigned facility security, but is reviewed for effectiveness and emergency response capabilities by an administrative or technical superior through reports and conferences.

EXAMPLES OF WORK: Supervises the provision of Commonwealth facility security by a large security force of more than ten officers on a multiple shift basis.

Directs the patrolling of an assigned area of the state capitol or a welfare, health, or educational institution, or a state park, airport, or installation; insures security from fires, prowlers, vandalism, or other unusual occurrences; provides for rounds of buildings and reviews reports on unusual situations.

Directs traffic and enforces vehicle regulations; supervises and directs the provisions of traffic control for special events occurring at the facility.

Maintains or directs and supervises the maintenance of all security files, reports, equipment, listings of facility keys assigned, vehicles authorized on grounds, parking permits, and related materials.

Assist and directs visitors; furnishes information in a courteous manner.

Directs the maintenance of orderly conduct among patients, students, employees and the general public.

Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of Commonwealth rules, regulations, and laws concerning conduct while in the employ or visiting Commonwealth facilities.

Knowledge of the methods and practices of effective security patrolling and incident reporting.

Knowledge of Commonwealth provisions for emergency situations.

Knowledge of the principles and practices of effective supervision.

Skill in dealing with people in a variety of security and hazardous situations.

Ability to plan and direct security operations in emergency, hazardous, or unusual situations.

Ability to deal firmly but tactfully with patients, students, employees, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year as a Security Officer 2;

Any equivalent combination of experience or training which provides the knowledges, skills, and abilities required to provide supervisory security services.

NECESSARY SPECIAL REQUIREMENT: Using agency may require possession of a valid Pennsylvania Motor Vehicle operator's license.
