SERIES NATURE OF WORK: The Installation Security Officer job series describes work in maintaining security at the Department of Military and Veterans Affairs’ (DMVA) Fort Indiantown Gap (FIG) installation.
DEFINITION: This is managerial and specialized security work protecting people and property at the Department of Military and Veterans Affairs’ FIG installation.
The employee in this job directs, through Installation Security Officer Supervisors and Armed Installation Security Officer Supervisors, the provision of continuous security services and protection to facilities, grounds, property, employees, and the public. Work involves managing installation security operations in compliance with federal, Commonwealth, and police department policies and requirements; assisting in the development and implementation of security policies and procedures; developing and conducting security training programs; reviewing security incident reports to identify trends and problem areas at the installation; overseeing security response to incidents; conducting incident follow-up; and determining when police response is needed for different types of incidents or events. Work is performed with considerable independence and is reviewed by the Installation Police Chief, DMVA through reports and conferences for effectiveness and emergency response capabilities.
DISTINGUISHING CHARACTERISTICS:
• Work is differentiated from lower-level jobs by the responsibility for supervising Installation Security Officer Supervisor, DMVA and Armed Installation Security Officer Supervisor, DMVA positions.

• Directs and coordinates 24-hour installation security services, including access, security staff assignments, security patrols, traffic and crowd control, and the regulation of the activities of employees and the public.
• Directs and oversees security responses to critical incidents, including acts of terrorism; chemical, biological, nuclear, and radiological threats; criminal acts; fires; riots; accidents; natural disasters; or other emergencies that could result in harm to people, property, or the environment.
• Oversees access control point activities to identify and respond to potential security threats and hazards, and to recommend and implement resultant policy and process changes.
• Assists the Installation Police Chief in the development and implementation of policies and procedures for FIG security operations including the operation of the FIG security control center and the FIG access control points.
• Oversees the preparation of information and evidence gathered by security staff, oversees and performs follow-up evaluations, validates appropriate disposition, and identifies trends or issues that could be prevented in the future.
• Oversees and monitors the FIG security control center and operates alarms, access control systems, closed circuit television, and communications equipment.
• Oversees patrols by foot or vehicle, directs traffic, regulates the activities of employees and the public through the issuance of warnings, and enforces standoff and parking regulations.
• Oversees and controls access to the installation, including facilities and restricted areas.
• Makes recommendations for the purchase and selection of equipment for the FIG security force.
• Maintains and updates property and key control inventory.
• Manages and coordinates the maintenance of police and security fleet vehicles.
• Assists the Installation Police Chief with preparations and staging for special events at the installation.
• Directs the use of and utilizes the National Crime Information Center (NCIC), Commonwealth Law Enforcement Assistance Network (CLEAN), and Pennsylvania Justice Network (JNET) databases to access, research, and maintain records regarding criminal history, warrants, driver licenses and history, vehicle registrations, probation and parole status, and other information in accordance with federal and state laws.
• Utilizes a Common Access Card (CAC) to relay messages through the mass notification system to facilities and throughout the grounds of the FIG installation.
• Administers first aid treatment to individuals requiring immediate medical attention in situations where other emergency personnel are not present.
• Reviews incident and daily activities reports and provides information to the Installation Police Chief regarding significant activities.
• Ensures compliance with the installation radiation safety program.
• Testifies in court and other legal proceedings.
• Directs security records maintenance.
• Directs, develops, and conducts formal and on-the-job training programs to develop and enhance security knowledges and skills for personnel.
• Wears protective body armor and utilizes various weaponry to subdue aggressive and violent offenders who do not respond to nonviolent measures or negotiations.
• Operates motor vehicles.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.
• Performs related work as required.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year as an Armed Installation Security Officer Supervisor, DMVA (Commonwealth title);
or
• Four years of security, law enforcement, or military experience that includes one year in a supervisory capacity and includes or is supplemented by two years of armed experience;
or
• An equivalent combination of experience and training that includes one year of supervisory security, law enforcement, or military experience and includes or is supplemented by two years of armed experience.
SPECIAL REQUIREMENTS:
• This position requires possession of an active motor vehicle license.
• The employee must obtain active National Crime Information Center (NCIC) certification issued by the Federal Bureau of Investigation within the probationary period and maintain certification for the duration of employment in this job.
• The employee must obtain active Commonwealth Law Enforcement Assistance Network (CLEAN) and Pennsylvania Justice Network (JNET) certifications issued by the Pennsylvania State Police within the probationary period and maintain certification for the duration of employment in this job.
• The employee must obtain a Common Access Card (CAC) as issued by the federal Department of Defense within the probationary period and maintain access for the duration of employment in this job.
• The employee must pass an initial and semiannual weapons qualification.
• The employee must successfully complete all pre-employment and post-employment requirements in accordance with Army Regulation 190-56, The Army Civilian Police and Security Guard Program.
