JOB TITLE: INSTALLATION SECURITY OFFICER MANAGER, DMVA

JOB CODE: 74737

SERIES NATURE OF WORK: The Installation Security Officer job series describes work in maintaining security at the Department of Military and Veterans Affairs’ (DMVA) Fort Indiantown Gap (FIG) installation.

DEFINITION: This is managerial and specialized security work in protecting people and property at the Department of Military and Veterans Affairs’ FIG installation.

The employee in this job directs, through subordinate Installation Security Officer Supervisors, the provision of continuous specialized security services and protection to facilities, grounds, property, employees, and the public. Work involves managing installation security operations in compliance with commonwealth and police department policies and requirements; assisting in the development and implementation of security policies and procedures; developing and conducting security training programs; reviewing security incident reports to identify trends and problem areas at the installation; overseeing responses to incidents; conducting incident follow-up; and determining when police response is needed for different types of incidents or events. Work is performed with considerable independence and is reviewed by the Installation Police Chief, DMVA through reports and conferences for effectiveness and emergency response capabilities.

   DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the lower-level job by the responsibility for supervising Installation Security Officer Supervisor, DMVA positions.

EXAMPLES OF WORK: (Note: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Directs and coordinates 24-hour installation security services, including access, security patrols, security staff assignments to accident and emergency scenes, emergency personnel requests from other jurisdictions, traffic and crowd control, and the regulation of activities of employees and the public.

• Directs and coordinates security staff in response to critical incidents, including acts of terrorism; chemical, biological, nuclear, and radiological threats; criminal acts; fires; riots; accidents; natural disasters or other emergencies that could result in harm to people, property, or the environment.

• Ensures compliance with the installation radiation safety program.

• Assists the Installation Police Chief in the development and implementation of policies and procedures for FIG security operations and the operation of the FIG security control center.

• Oversees the preparation of information and evidence gathered by security staff, oversees and performs follow-up evaluations, validates appropriate disposition, and identifies trends or issues that could be prevented in the future.

• Oversees and monitors the FIG security control center and operates alarms, access control systems, closed circuit television, and communications equipment.

• Makes recommendations for the purchase and selection of equipment for the FIG security force.

• Maintains and updates property and key control inventory.

• Manages and coordinates the maintenance of police and security fleet vehicles.

• Assists the Installation Police Chief with preparations and staging for special events at the installation.

• Directs the use of and utilizes the National Crime Information Center (NCIC), Commonwealth Law Enforcement Assistance Network (CLEAN), and Pennsylvania Justice Network (JNET) databases to access, research, and maintain records regarding criminal history, warrants, driver licenses and history, vehicle registrations, probation and parole status, and other information in accordance with federal and state laws.

• Utilizes a Common Access Card (CAC) to relay messages through the mass notification system to facilities and throughout the grounds of the FIG installation.

• Wears protective body armor and utilizes non-lethal weaponry, such as tasers and pepper spray, to subdue aggressive and violent offenders who do not respond to nonviolent measures or negotiations.

• Administers first aid treatment to individuals requiring immediate medical attention in situations where other emergency staff are not present.

• Reviews incident and daily activities reports and provides information to the Installation Police Chief regarding significant activities.

• Testifies in court and other legal proceedings.

• Directs security records maintenance.

• Directs, develops, and conducts formal and on-the-job training programs to develop and enhance security knowledges and skills for subordinate personnel, including developing and conducting formal training programs for new employees.

• Operates motorized vehicles.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

• Performs related work as required.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as an Installation Security Officer Supervisor, DMVA;

or

• Four years of security, law enforcement, or military experience that includes one year in a supervisory capacity;

or

• An equivalent combination of experience and training that includes one year of security, law enforcement, or military experience in a supervisory capacity.

SPECIAL REQUIREMENTS:

• This position requires possession of an active motor vehicle license.

• The employee must obtain active National Crime Information Center (NCIC) certification issued by the Federal Bureau of Investigation within the probationary period and maintain certification for the duration of employment in this job.

• The employee must obtain active Commonwealth Law Enforcement Assistance Network (CLEAN) and Pennsylvania Justice Network (JNET) certifications issued by the Pennsylvania State Police within the probationary period and maintain certification for the duration of employment in this job.

• The employee must obtain a Common Access Card (CAC) as issued by the federal Department of Defense within the probationary period and maintain access for the duration of employment in this job.
