JOB TITLE: INSTALLATION POLICE INVESTIGATOR, DMVA

DEFINITION: This is specialized law enforcement work performing criminal investigations at the Department of Military and Veterans Affairs’ Fort Indiantown Gap installation.
The employee in this job is a sworn police officer with the authority to exercise the powers of arrest and independently conducts and leads complex and highly sensitive criminal investigations of alleged violations of federal, state, and local laws which require extensive and in-depth investigations and the use of specialized investigative methods and techniques. Work involves evaluating crime scenes; collecting and preserving evidence; gathering and analyzing intelligence information, conducting physical and electronic surveillance, and locating and interviewing witnesses; apprehending, arresting, and interrogating suspects; conducting threat assessments and corresponding investigations, coordinating cases, and collaborating with other law enforcement agencies; writing investigative reports; and testifying in court and legal proceedings. Work includes responsibility for determining the course and scope of investigations and the need for follow up investigations and involves assigning and directing the activities of Installation Police Officers, DMVA in the performance of investigations. Work also involves performing specialized functions in police-related programs that require advanced skills in law enforcement. Work is performed independently and is reviewed through summary reports and periodic conferences by the Installation Police Chief, DMVA.
DISTINGUISHING CHARACTERISTICS:
• Work is distinguished from the Installation Police Officer, DMVA and the Installation Police Officer Supervisor, DMVA jobs by the responsibility for serving as the lead investigator and independently conducting and leading complex and highly sensitive criminal investigations at the Fort Indiantown Gap installation.

• Conducts and leads complex criminal investigations and oversees criminal investigations conducted by Installation Police Officers, DMVA.
• Investigates threats made against the installation, persons, and dignitaries by performing site assessments to identify areas subject to potential security compromise, interviewing witnesses and interrogating suspects to determine the nature and viability of threats, analyzing intelligence information gathered, and recommending additional security assets and measures to mitigate and eliminate threats.
• Determines the scope, timing, direction, and steps of investigations.
• Analyzes intelligence information and develops leads from a variety of sources and investigatory techniques.
• Analyzes facts and determines whether crime was committed and the proper criminal charges to bring against suspects.
• Enforces federal, state, and local laws, rules, and regulations though warning, citation, or arrest.
• Applies the rules of evidence to ensure that evidence is properly obtained, documented, and preserved, and that the chain of custody policies are followed.
• Reviews cases and evidence for applicability and adherence to procedures.
• Locates and interviews witnesses, potential witnesses, and suspects to obtain statements and information, and assesses witness and suspect credibility.
• Uses a variety of evidence collection equipment and techniques to examine, measure, photograph, diagram, and process crime scenes.
• Coordinates cases and collaborates with outside law enforcement agencies, including the Army Criminal Investigation Division, the Federal Bureau of Investigation, and the Pennsylvania State Police, and provides evidence to other legal jurisdictions.
• Prepares summaries and chronologies for trial presentation; testifies in court and legal proceedings to present evidence or act as a witness.
• Performs specialized law enforcement functions, including internal affairs investigations and facilitating police training.
• Operates motor vehicles.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of criminal investigations.
• Knowledge of the rules of evidence.
• Knowledge of the applicable statutes, court decisions, interpretations, and administrative rulings pertaining to violations of state law.
• Knowledge of law enforcement principles, practices, and techniques.
• Knowledge of the Pennsylvania Crimes Code and Motor Vehicle Code.
• Knowledge of safety procedures and legal controls concerning use of firearms.
• Knowledge of first aid and Cardio-Pulmonary Resuscitation (CPR) methods.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Skill in the use and care of firearms and other offensive and defensive weapons.
• Skill in the use of technical investigation equipment.
• Ability to use sound judgment in situations involving decision-making and stress.
• Ability to operate motor vehicles.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Two years of criminal investigative experience as a law enforcement officer and successful completion of the Municipal Police Officers’ Education and Training Commission Certified Basic Police Academy (Act 120) training.
SPECIAL REQUIREMENTS:
• This position requires possession of an active motor vehicle license.
• The employee must obtain active National Crime Information Center (NCIC) certification issued by the Federal Bureau of Investigation within the probationary period and maintain certification for the duration of employment in this job.
• The employee must obtain active Commonwealth Law Enforcement Assistance Network (CLEAN) and Pennsylvania Justice Network (JNET) certifications issued by the Pennsylvania State Police within the probationary period and maintain certifications for the duration of employment in this job.
