JOB TITLE: DIRECTOR OF EMERGENCY SERVICES, DMVA

JOB CODE: 74800

DEFINITION: This is advanced professional and administrative work directing and coordinating emergency services within the Fort Indiantown Gap Installation of the Department of Military and Veterans Affairs.

The employee in this job directs emergency planning, response, and management functions. Work involves developing and implementing plans, protocols, and procedures to be used by emergency management officials, police, firefighters, and civilians in the event of natural, terroristic, or hybrid disasters; identifying, assessing, analyzing, and preventing emergent threats, hazards, and site vulnerabilities; researching emergency services and threat trends and applying best practices; ordering evacuations, shelter-in-place, staging locations, and recovery operations; and negotiating and establishing reciprocal service agreements with local emergency services organizations. Supervision is exercised over the Installation Police Chief, DMVA and the Installation Fire Chief, DMVA. Work is performed independently under the general direction of an administrative supervisor and is reviewed through conferences and reports for accomplishment of goals and objectives.

• Oversees the activities of Installation Police Officers and Installation Firefighters on multiple shifts in a 24/7 operational environment.

• Develops policies, procedures, and protocols to enhance joint emergency management, police, and firefighting efforts and communications.

• Develops and reviews emergency response plans for comprehensiveness.

• Directs on-site emergency response activities during an emergency or disaster.

• Coordinates emergency management activities with agency leadership, tenants, and outside organizations.

• Establishes a command center and staging areas at the site of an emergency or disaster to immediately contain and mitigate injury to personnel and damage to property.

• Orders evacuations, rescue missions, recovery efforts, shelter in place, and other actions in immediate response to an emergency.

• Prepares and analyzes damage assessments and impacts following emergencies and disasters.

• Develops strategic plans for long- and short-term goals based on industry best practices and operational needs.

• Coordinates the development of the annual budget for emergency services, firefighting, and police operations.

• Advocates for additional funding from the National Guard Bureau and from state organizations.

• Serves as a liaison with federal and state regulators to ensure compliance with statutory requirements related to the training and certification of police officers, firefighters, and EMS personnel.

• Participates in emergency and disaster management operations with the Joint Emergency Operations Center.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the theory, principles, and practices of emergency management.

• Knowledge of public safety, firefighting, medical, and welfare emergency management service functions.

• Knowledge of the principles, processes, and techniques of emergency operations planning and preparedness.

• Knowledge of the emergency policies and programs of federal, state, and local governments.

• Knowledge of the variety, nature, and prevention of hazards, security threats, and vulnerabilities at government locations and public events.

• Knowledge of the variety and types of natural disasters.

• Knowledge of the principles and practices of group behavior and group control.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of municipal or governmental emergency services, law enforcement, or firefighting experience in a management or administrative capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• This position requires possession of an active motor vehicle license.

• This position requires certification in the following courses from the Federal Emergency Management Institute at the time of hire:

ICS 300: Intermediate ICS for Expanding Incidents.

ICS 400: Advanced Incident Command System for Command and General Staff Complex Incidents.

• This position requires IS-15.B: Special Events Contingency Planning for Public Safety Agencies certification within one year of the date of hire.
