INSTALLATION POLICE CHIEF, DMVA

DEFINITION: This is managerial work as the police chief for law enforcement activities at the Department of Military and Veterans Affairs’ Fort Indiantown Gap installation.

The employee in this job directs, through subordinate supervisors, the provision of police services and protection to persons and property. Work involves coordinating, directing, and participating in the conduct of police investigations; directing the enforcement of federal, state, and local laws, rules, and regulations through warning, citation, or arrest; developing and implementing policies and procedures; developing action plans for response to man-made or natural emergencies or disasters; and developing and conducting police training programs. Work may also involve providing assistance to police departments in neighboring jurisdictions; and testifying and presenting evidence in court proceedings. The employee in this job is a sworn police officer and exercises the power of arrest. Supervision is exercised over a police and security force which operates 24 hours a day, 7 days a week. Work is performed with considerable independence and is reviewed for effectiveness and emergency response capabilities by an administrative supervisor through reports and conferences.

EXAMPLES OF WORK: Oversees 24-hour police functions, such as foot and motor vehicle patrols of grounds and buildings at Fort Indiantown Gap.

Directs the enforcement of motor vehicle laws.

Reviews investigation reports to determine whether just cause for arrest exists.

Formulates response plans for fire, riot, terrorism, or other man-made or natural emergencies or disasters and coordinates with fire and other appropriate officials on plan development.

Directs the response to routine calls and emergency calls involving fire, vehicle, accident, or other types of emergencies.

Develops and implements administrative policies and procedures to ensure the efficient operation of the police/security department.

Testifies in court or other legal proceedings.

Coordinates law enforcement activities with federal law enforcement agencies, the Pennsylvania State Police, surrounding municipal police departments, and local district justices.

Develops on-the-job training programs to develop police knowledge and skills for subordinate personnel.

Directs the maintenance of files, records, and documents as may be required to ensure safety and security at DMVA installations and facilities.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of law enforcement principles, practices, and techniques.

Knowledge of the crime and motor vehicle codes.

Knowledge of interviewing procedures and techniques.

Knowledge of methods used in conducting criminal investigations.

Knowledge of methods and practices of security patrolling and incident reporting.

Knowledge of group behavior and the principles and practices of group control.

Knowledge of safety procedures and legal controls concerning use of firearms.

Knowledge of the principles and practices of employee supervision.

Skill in the use and care of offensive and defensive weapons to include a firearm.

Ability to operate a motor vehicle.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EDUCATION AND TRAINING: One year as an Installation Police Officer Supervisor, DMVA;

                                                                                                                                                 or

Three years of experience as a law enforcement officer, which is supplemented by one year of supervisory experience, and successful completion of the Municipal Police Officers’ Education and Training Commission Certified Basic Police Academy (Act 120) training.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Pennsylvania non-commercial Class C driver’s license or equivalent.
