SANITARIAN SUPERVISOR

DEFINITION: This is supervisory professional work in the field of environmental sanitation.

An employee in this class supervises the daily activities of employees within an assigned geographical area of the Commonwealth, engaged in the regulation of facilities to insure compliance with the Commonwealth's rules and regulations governing environmental sanitation. Work involves coordinating the daily activities of employees to insure these goals and objectives are being met and insuring employees receive all contractual or administrative entitlements. Work also involves providing advice on difficult or unusual environmental satiation problems. An important aspect of the work involves meeting with facility operators, Commonwealth and municipal officials, architects, contractors, landowners, special interest groups, and the public to interpret rules, regulations, policies and procedures governing environmental sanitation and the application of these to inspections, investigations, surveys, plan review, permit review and enforcement activities. Work also includes providing information to reporters regarding cases or accidents, preparing and delivering formal presentations, developing and conducting training courses and coordinating activities during emergency situations such as epidemiological outbreaks and floods. Work also involves planing, organizing, and assigning work, evaluating employee performance, receiving and resolving grievances and complaints, approving leave requests, recommending employee selection, and evaluating training needs. Work is assigned in the form of program goals and objectives and the employee exercises considerable freedom in planning, scheduling and assigning the work. Work is reviewed upon completion through reports and conferences for attainment of goals and objectives, completeness, technical accuracy, and quality.

EXAMPLES OF WORK: Plans, organizes, schedules, and assigns work to subordinates.

Evaluates employee work performance; prepares and signs employee Performance Evaluation Report.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Participates in interviewing prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.

Interprets rules, regulations, policies, procedures, and objectives of the organization or program for subordinates.

Interprets contractual and administrative rights and obligations for subordinates and modifies work environment or process to conform to changing conditions.

Approves leave requests and reviews subordinates' sick leave usage to determine if pattern of abuse exists; and maintains leave records.

Reviews and evaluates the educational training needs of subordinates, plans and conducts training; demonstrates more efficient work methods; and requests further education and training for subordinates.

Reviews subordinates' weekly itinerary, inspection reports, and monthly activities report to insure priority work is being completed and program goals and objectives are being met.

Reviews reports, letters, and correspondence prepared by subordinates for completeness, accuracy, grammar, and content.

Testifies as a material witness before District Magistrates, the Environmental Hearing Board or the courts.

Discusses cases with legal staff and seeks clarification on laws, rules, and regulations.

Conducts enforcement conferences or administrative hearings to discuss Departmental Orders or Consent Orders/Agreement in terms of violations, what must be done to bring facility into compliance, and time frames for its accomplishment.

Documents cases in terms of violation, past history, and problems encountered with compliance activities; prosecutes cases for Commonwealth by presenting data and examining witnesses.

Reviews enforcement recommendations along with supporting documentation and renders decision on acceptability.

Reviews official sewage plans submitted by municipalities to insure the plan satisfactorily meet the planning requirements and are designed to provide reliable sewage disposal systems that will fully protect the public health and prevent pollution.

Establishes standards to measure subordinates' performance and discusses standards with subordinates.

Demonstrates to subordinates to proper techniques, equipment and methodologies required to perform their work; discusses with subordinates new techniques, equipment and methodologies developed for use in the environmental sanitation field.

Demonstrates more efficient work methods to subordinates.

Review administrative forms prepared by subordinates for completeness, accuracy and adherence to applicable rules and regulations.

Conducts staff meetings to discuss issues and problems and methods for their resolution.

Provides advice to subordinates or co-workers on difficult or unusual environmental sanitation problems.

Trains subordinates on proper procedures and techniques for conducting inspections, investigations, and surveys.

Provides advice to municipal officials concerning the development of official plans.

Provides information to reporters regarding cases or incidents.

Provides advice to municipal officials and Sewage Enforcement Officers on difficult cases dealing with on-lot sewage systems.

Evaluates the performance of Sewage Enforcement Officers, prepares report to local municipalities regarding their performance, suggests ways for their improvement and, if necessary, recommends their decertification.

Meets with Commonwealth, municipal, and Federal officials to explain Departmental programs.

Provides information to the public regarding Departmental programs and functions, rules and regulations, or program policies and procedures either by telephone or correspondence.

Conducts courses for contractors and municipal officials in the proper installation of on-lot sewage systems.

Prepares and delivers formal presentations to special interest groups on Departmental functions and programs.

Prepares letters, reports, and correspondence to exchange information with supervisor, subordinates, facility operators, municipal officials and the public.

Coordinates activities during emergency situations such as floods and epidemiological investigations, assists in clean-up operations and provides advice regarding environmental sanitation conditions.

Recommends changes to rules, regulations, policies or procedures.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the biological and chemical sciences as related to environmental sanitation.

Knowledge of the basic principles of sanitation.

Knowledge of the Department of Environmental Resources' rules, regulations, policies, and procedures governing environmental sanitation.

Knowledge of the procedures, techniques, and equipment utilized in inspecting eating and drinking establishments, and schools for proper food protection and storage, water supply, handling of equipment and utensils, safety, lighting, ventilation and air recirculation systems, garbage and refuse disposal, sewage disposal, vector control and cleanliness.

Knowledge of the procedures, techniques, and equipment utilized in inspecting mobile home parks and recreational areas for proper water supply construction and safety, sewage disposal systems function, garbage and refuse storage and disposal, vector control and general maintenance and service of the entire area.

Knowledge of the procedures, techniques and equipment utilized in inspecting swimming migrant labor camps, campgrounds and organized camps for proper food protection and storage, water supply construction and safety, sewage disposal system function, garbage and refuse storage and disposal, vector control and general maintenance and service of the entire area.

Knowledge of the procedures, techniques, and equipment utilized in inspecting swimming pools for proper operation of filtration and chlorination equipment, and adequate safety and survival equipment, cleanliness, qualified lifeguards, sewage disposal and water quality including pH, chlorine residual, and clarity.

Knowledge of the procedures, techniques and equipment utilized in investigating complaints involving on-lot water and sewage systems.

Knowledge of the procedures, techniques and equipment utilized in investigating complaints involving public health nuisances.

Knowledge of the procedures, techniques and equipment utilized in conducting surveys of on-lot water systems.

Ability to read and interpret plat maps, topographic and geologic maps, and soil maps.

Ability to read and interpret plans and specifications for on-lot sewage systems and on-lot water systems.

Ability to read and interpret plans and specifications for eating and drinking establishments, schools, institutions, mobile home parks, organized camps, and campgrounds.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as a Sanitarian;

Any equivalent combination of experience and/or training which affords the applicant the required knowledges and abilities.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.
