JOB TITLE: ENVIRONMENTAL HEALTH PROGRAM MANAGER, DOH

JOB CODE: 75210

DEFINITION: This is professional supervisory and administrative work directing functional and programmatic components of the environmental public health program in the Department of Health (DOH).

The employee in this job plans, develops, implements, and administers policies, procedures, and standards for environmental health programs, including organized camps and public bathing places; certifies local health officers; and responds to the public regarding specific environmental health incidents and issues. Work involves reviewing existing and proposed regulations, policies, and best practices and recommending changes based on program needs; coordinating policy development and implementation with other agencies and municipalities; and interpreting environmental health rules, regulations, policies, and procedures for professional staff, municipal health officials, private entities and associations, and the general public. Work includes supervising Environmental Health Specialists responsible for ensuring compliance with federal, state, and local environmental health laws; evaluating inspection, permitting, and certification processes for improvement; training and certifying local health officers; and developing and conducting technical environmental health training courses. Work is assigned in the form of broad program goals and objectives and is reviewed through reports and conferences for effectiveness of results achieved.

EXAMPLES OF WORK:

• Directs a technical environmental health regulatory program designed to protect the public from environmental health risks.

• Develops program goals, priorities, strategies, program activities, and performance measures.

• Collects, analyzes, and interprets data for program planning, implementation, monitoring, and evaluation.

• Coordinates and facilitates the development, implementation, and evaluation of environmental health program policy with state and federal agencies and environmental health directors of county/municipal health departments.

• Develops and implements environmental health program policies and procedures in compliance with state and federal regulations.

• Develops environmental health corrective action plans as a result of documented deficiencies from site visits and review of reports, findings, and staff recommendations; and provides options, including the use of contracted services, to correct environmental deficiencies.

• Coordinates with the Environmental Health Directors of the County/Municipal Health Departments on policy and procedural issues.

• Supervises the review of local sanitation programs to ensure that environmental sanitation regulations and procedures in municipalities meet state and federal requirements.

• Identifies program needs and prepares budgetary requests for the funding of environmental health program activities.

• Reviews inspections and reports from staff to ensure that technical and legal requirements are met.

• Researches and recommends additions or revisions to state legislation to enhance environmental health program resources.

• Develops and delivers presentations on special topics and conducts public awareness, education, and outreach activities.

• Designs, develops, and implements training curriculum and programs for staff.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of biological and chemical sciences as related to environmental health and sanitation.

• Knowledge of environmental hazards and their impact on human health.

• Knowledge of enforcement procedures and policies for ensuring compliance with environmental health rules and regulations.

• Knowledge of environmental testing procedures.

• Knowledge of toxicity levels for environmental hazards.

• Knowledge of hazardous materials handling protocols.

• Knowledge of data collection, manipulation, and analysis techniques.

• Knowledge of program management methods.

• Ability to analyze and interpret written and numerical information.

• Knowledge of environmental health programs and the issues affecting those programs.

• Knowledge of regulations, building codes, and the safety and hazard precautions related to public bathing places.

• Ability to evaluate and provide technical assistance on environmental health issues.

• Ability to coordinate program administration among various governmental entities to ensure regulatory compliance and quality improvement.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of professional environmental protection or environmental health program experience; and a bachelor’s degree in a natural, physical, chemical, or biological science, or a closely related field;

or

• Four years of professional environmental protection or environmental health program experience; and a master’s degree in a natural, physical, chemical, or biological science, or a closely related field;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• This position requires possession of an active Pennsylvania non-commercial Class C driver's license or equivalent.

• This position requires, within one year of hire, certification as a Certified Pool Operator.
