AIR QUALITY DISTRICT SUPERVISOR

DEFINITION: This is professional supervisory work in the field of air quality management.

An employee in this class supervises the activities of professional field staff within an assigned geographic area to promote and ensure compliance with the Commonwealth's rules and regulations governing air quality. Work involves planning, assigning and evaluating work involving air quality compliance inspections, permit inspections, complaint investigations, enforcement actions and emission inventory tracking. Work includes training employees, evaluating employee performance, responding to grievances and complaints, approving leave requests, interviewing and recommending employee selection, conducting staff meetings and providing advice to subordinates on difficult or unusual problems. Work is assigned in the form of program goals, objectives and priorities. Work is reviewed through reports and periodic meetings for attainment of goals and objectives, technical accuracy and overall quality.

EXAMPLES OF WORK: Plans, prioritizes, and assigns work to employees to promote the goals and objectives of the air quality program within an assigned geographic area of the Commonwealth.

Develops emission inventory and compliance inspection schedules, and establishes target dates for completing assignments.

Reviews inspection reports for technical accuracy and completeness regarding emission sources, control equipment, operating data and compliance status.

Reviews and evaluates recommendations made by subordinates on facility compliance status, required corrective measures and enforcement actions.

Monitors the collection, input and error correction of emission inventory data using agency computer systems.

Provides training to subordinates on the development, use and interpretation of inventory information.

Conducts on-site and data audits of facilities to verify data accuracy and completeness.

Assigns and monitors the investigation of air pollution complaints from the public to ensure that problems are adequately documented and addressed.

Assigns asbestos renovation and demolition inspections and reviews completed inspection reports for proper handling and disposal of asbestos waste material.

Participates in meetings with company representatives to assist in the development of compliance schedules and civil penalty agreements for violations of air quality rules and regulations, and monitors order and agreement dates to ensure compliance.

Appears as a material witness for the Commonwealth in legal proceedings.

Provides information to facility operators and the public regarding Departmental functions, rules, regulations, policies and procedures.

Provides advice to facility operators on methods to solving operational problems.

Prepares letters, technical reports and correspondence to exchange information with program managers, subordinates, facility operators and the public.

Operates a motor vehicle to travel to various work sites.

Performs the full range of supervisory duties.

An employee in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the biological, chemical and physical sciences as related to air pollution control and air quality management.

Knowledge of the Department of Environmental Protection's rules, regulations, policies and procedures governing air quality management.

Knowledge of the procedures and techniques utilized in inspecting facilities for plan approval or permit renewal, emission data inventory and compliance with rules and regulations.

Knowledge of the procedures and techniques utilized in the documentation of violations and in the preparation and resolution of enforcement actions.

Knowledge of the procedures and techniques utilized in conducting air quality surveys and investigating complaints involving odors, industrial or commercial air contaminant sources, demolition or road construction operations, open burning and other potential sources of air pollution.

Knowledge of the safety precautions required while conducting inspections and investigations involving facilities.

Knowledge of the Commonwealth's and Departmental rules, regulations, policies and procedures governing travel, lodging, expense vouchers and reporting requirements.

Knowledge of the principles and practices of effective supervision.

Ability to communicate effectively, both orally and in writing.

Ability to prepare clear and concise technical reports and documents.

Ability to train subordinates on proper procedures and techniques for conducting inspections and initiating enforcement actions.

Ability to determine the appropriate level of enforcement required to encourage or compel compliance with air quality regulations and permit conditions.

Ability to meet with and secure the cooperation of facility operators and the public in follow-up to inspections, investigations and surveys conducted by staff.

Ability to establish effective working relationships with subordinates, co-workers, program managers, facility operators, legal staff and the public.

Ability to operate a motor vehicle.

Eyesight sufficient to permit opacity reading of vehicle emissions.

Sufficient physical stamina to permit working under adverse weather conditions.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as an Air Quality Specialist;

                                                                                                                                                                   or

One year of experience as an Air Monitoring Program Supervisor;

                                                                                                                                                                   or

Three years of professional work in the control and abatement of air pollution and a Bachelor's Degree in Biology, Chemistry, Physics, Engineering, or an environmental field closely related to Air Quality Management;

                                                                                                                                                                   or

An equivalent combination of experience and/or training.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Pennsylvania driver's license.
