ENVIRONMENTAL GROUP MANAGER

DEFINITION: This is professional supervisory work directing a functional or programmatic work unit in the Department of Environmental Protection.

An employee in this job directs a staff of professional employees in a significant agency program or functional area in a field office or in the central office. In a field office, work involves supervising or managing a major planning, permitting, remediation, or monitoring and compliance work unit in an air quality, environmental cleanup, waste, water, or mineral resources program. In the central office, work involves supervising a work unit, usually at the section level, in a statewide regulatory, planning, technical support, technical training, or technology deployment program. Work may involve directing a multi-disciplined professional staff through one or more supervisors. Employees may be professionally responsible for the engineering or geologic work performed by their unlicensed staff. Work is assigned in the form of program goals and objectives, and work is reviewed by a program manager for overall results, effectiveness, timeliness, and the efficient use of agency resources.

EXAMPLES OF WORK: Manages, through subordinate supervisors, the monitoring and compliance function in a district mining office or in a regional air quality, oil and gas management, waste management, water management, or water supply management program.

Supervises the permitting and technical services function in a district mining office or in a regional air quality, oil and gas management, waste management, water management, water supply management, or watershed management program.

Manages, through subordinate supervisors, the sewage facilities planning function in a regional water management program.

Supervises or manages a section in a regional or central office environmental cleanup program, which may involve the oversight of remediation projects, the monitoring and compliance of regulated facilities, or both.

Supervises or manages the planning and assessment function in a regional watershed management program.

Supervises or manages a central office section in a statewide environmental regulatory, planning, technical support, or technical training program that includes engineers, geologists, and/or regulatory program specialists.

Supervises or manages the statewide vector management program or the regional coordination and evaluation program in the central office.

Supervises the energy policy and technology deployment program in central office.

Supervises the oil and gas management compliance and program administration functions in the central office.

Performs the full range of supervisory functions.

Serves as the responsible charge engineer or geologist for unlicensed staff.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Travels to various field sites.

Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the federal and Commonwealth laws, regulations, and legal precedents governing environmental protection.

Knowledge of the biological, chemical, and physical sciences related to environmental protection.

Knowledge of physical, chemical, and biological treatment processes.

Knowledge of the procedures and techniques used in preparing or reviewing applications for environmental permits.

Knowledge of the procedures and techniques utilized in the inspection of facilities for compliance with permit conditions.

Knowledge of the standard enforcement procedures and appropriate Departmental policies for ensuring compliance with environmental protection laws and regulations.

Knowledge of the practices and objectives of environmental planning and the procedures and techniques used in reviewing and evaluating local, regional, and state environmental plans.

Knowledge of the relationships of environmental conditions to human health.

Knowledge of hydrologic systems and watershed processes.

Knowledge of the principles and practices of project management and contract administration.

Knowledge of basic engineering principles and their relation to other scientific disciplines.

Knowledge of basic pollution prevention and energy efficiency concepts.

Knowledge of federal and state grant processes and funding mechanisms applicable to the work performed.

Knowledge of the safety precautions required for the work directed.

Knowledge of the principles and practices of effective supervision.

Ability to read and interpret inspection and testing reports, engineering drawings and specifications, and topographic and other maps.

Ability to learn and use a variety of data management applications, including various computer databases and spreadsheets, to track, manage, and report on program activities.

Ability to analyze and present technical data in clear and concise reports.

Ability to demonstrate the proper techniques, equipment, and methodologies used in the assigned program.

Ability to effectively communicate orally.

Ability to effectively communicate in writing.

Ability to read and interpret Commonwealth and Departmental administrative rules, regulations, policies, and procedures.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: A bachelor’s degree in the biological, physical, or environmental sciences, engineering, or in a field closely related to environmental protection or regulation; and five years of professional environmental protection experience;

An equivalent combination of experience and training.

CONDITIONS OF EMPLOYMENT: Certain positions in this job will require possession of a valid driver’s license.

Certain positions in this job will require possession of a valid Professional Engineer license or a valid Professional Geologist license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
