FIRE ACADEMY TRAINING SERVICES ADMINISTRATOR

DEFINITION: This is responsible administrative and management work directing a comprehensive statewide fire services training and certification program at the State Fire Academy.

The employee in this job is responsible for managing the functions of the State Fire Academy including directing the fire services training programs and supporting local training programs through the Resident Programs, Local Level Programs, Certification Programs, and Academy on the Road Programs. Work involves managing the administrative functions of the State Fire Academy; developing, administering, and interpreting policies, procedures, and regulations of the State Fire Academy; assisting and cooperating in the improvement of county and regional firefighting training centers; and directing and promoting a cost effective voluntary fire service certification program. Work also includes coordinating statewide field programs; researching, evaluating, and developing improved training resource systems; providing advisory services to other governmental agencies; and maintaining working relationships with organizations and groups involved in fire services through participation in their programs and activities. The employee serves as a primary resource for the State Fire Commissioner on technical matters in all areas of fire services. Work involves supervising professional and support staff. Work is received in the form of broad objectives, performed under the general direction of the State Fire Commissioner, and reviewed for conformance to federal and state laws and results obtained.

EXAMPLES OF WORK: Plans, coordinates, and directs the technical, administrative, and management services functions including budgeting, grant writing, procurement, physical plant maintenance, and publications for the State Fire Academy and its local training network.

Develops, maintains, and justifies budgetary estimates and projections for resident and field training programs.

Develops and recommends strategic goals and objectives to ensure the academic quality of State Fire Academy courses and the statewide fire service training program.

Develops, amends, and interprets proposed and existing policies, procedures, and regulations concerning administrative matters.

Develops programs for and with allied professions to facilitate their involvement with the fire services.

Directs the development and refinement of fire-related training programs and advisory services for other governmental agencies.

Manages the voluntary fire service certification program.

Monitors resident and local level program activities to determine adequacy, trends, and compliance with program goals, objectives, and standards.

Identifies, evaluates, and develops additional training resource systems for possible absorption into the state fire service training network.

Identifies, develops, and implements multi-hazard training for fire and allied service professions.

Assists in reviewing existing or proposed legislation concerning fire/emergency training programs.

Recommends new or modified legislation concerning fire/emergency training programs.

Provides assistance and information to fire service personnel regarding fire training and certification programs.

Provides recommendations and advisory services to various higher education institutions regarding fire science curriculum.

Provides assistance to fire marshals on matters of arson.

Coordinates statewide field programs to promote understanding of and familiarization with preventive fire methods.

Approves programs for reimbursement based on adherence to state and federal standards and regulations.

Promotes the use of modern techniques and methods in fire protection, prevention, suppression, and related fields.

Organizes and performs a variety of public information duties.

Meets with cabinet level officials, local and state elected officials, bureau directors, deputies, and program managers to promote and coordinate fire services programs.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of financial administration and budgeting.

Knowledge of instructional techniques and methods utilized in fire service training.

Knowledge of evaluation criteria used in identifying training needs, monitoring instructors, and evaluating curricula.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years as an Assistant Fire Academy Training Services Administrator;

                                                                                                                                                or

Five years of professional experience developing or teaching fire and emergency service training programs which includes one year of supervisory experience and one year of experience performing facility management functions, and four years of career or sixteen years of active volunteer fire or emergency service experience, and a bachelor’s degree in fire science, public safety, adult education, or a related field;

                                                                                                                                                or

An equivalent combination of experience and training which includes one year of supervisory experience.

The Fire Fighter 1 certification accredited in accordance with the National Fire Protection Association may be substituted for one year of career or four years of active volunteer fire or emergency service experience; or the Fire Fighter 2 certification accredited in accordance with the National Fire Protection Association may be substituted for two years of career or eight years of active volunteer fire or emergency service experience.
