ASSISTANT FIRE ACADEMY TRAINING SERVICES ADMINISTRATOR

DEFINITION: This is specialized professional and administrative work assisting in managing the State Fire Academy and in the development of a fire services training program.

The employee in this job serves as the assistant administrator of the State Fire Academy and is responsible for the development of new curricula for resident and field fire services training programs, evaluation and on-going revision of current curricula, and assessment of fire training needs statewide. Work involves assisting the Fire Academy Training Services Administrator in the management of the State Fire Academy including performing or overseeing administrative functions; monitoring resident and field instructors; developing and implementing program policies and procedures to facilitate and promote the fire fighter certification system; and coordinating with federal, state, and local agencies and private groups regarding interpretation of policies and programs, curriculum evaluation and development, and other fire program related matters. Work involves supervising professional and support staff. Work is performed with considerable independence, subject to general review through staff conferences, analysis of written reports, and evaluation of program results by the Fire Academy Training Services Administrator.

EXAMPLES OF WORK: Develops and revises resident and field fire services training programs and curricula.

Develops and implements criteria and techniques to evaluate statewide fire training needs and effectiveness.

Serves as an assistant administrator in managing the State Fire Academy and performs or oversees the performance of administrative functions including personnel, budgeting, grant writing, procurement, physical plant maintenance, and publications.

Chairs the curriculum development committee at the State Fire Academy.

Monitors resident and field instructors for adherence to established curriculum requirements, technical accuracy, and effective application of educational techniques in concert with Fire Services Education Specialists.

Develops and conducts staff development programs for resident and field instructors, fire management personnel, and public and private fire community groups.

Develops fire training program policy proposals based on identified needs.

Analyzes the budgetary impact of proposed plans and programs.

Assists in the development, implementation, promotion, and evaluation of a statewide fire-fighter certification program.

Identifies, evaluates, and develops improved training resource systems for the state fire services training network.

Reviews existing or proposed legislation concerning fire services training programs.

Recommends new or modified legislation concerning fire services training programs.

Composes correspondence, reports, and other written material.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of fire prevention, protection, and suppression.

Knowledge of instructional techniques and methods utilized in fire service training.

Knowledge of curriculum planning and development.

Knowledge of evaluation criteria used in identifying training needs, monitoring instructors, and evaluating curricula.

Ability to read and interpret legislation and regulations.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Two years as a Fire Services Education Specialist;

                                                                                                                                                or

Three years of professional experience developing or teaching fire and emergency service training programs, and four years of career or sixteen years of active volunteer fire or emergency service experience, and a bachelor’s degree in fire science, public safety, adult education, or a related field;

                                                                                                                                                or

An equivalent combination of experience and training.

The Fire Fighter 1 certification accredited in accordance with the National Fire Protection Association may be substituted for one year of career or four years of active volunteer fire or emergency service experience; or the Fire Fighter 2 certification accredited in accordance with the National Fire Protection Association may be substituted for two years of career or eight years of active volunteer fire or emergency service experience.
