JOB TITLE: FIRE SERVICES TECHNICAL ADVISOR

JOB CODE: 76104

DEFINITION: This is specialized professional work in the Office of the State Fire Commissioner providing technical assistance, guidance, and training to fire and emergency services organizations that lead to improved operations and stability.

An employee in this job advises and assists fire and emergency services organizations in a variety of areas including fire fighter recruitment and retention, grant and loan funding mechanisms, strategic planning, technical firefighting services, training, and specialized fire information systems and associated data reporting and analysis. Work involves providing technical assistance regarding programs, practices, staffing, funding, community involvement, community risk reduction (CRR), hiring and retention; and assisting in the planning, development, and implementation of services and programs to support operations. Work also includes assisting organizations with identifying opportunities for collaboration with other safety and governmental organizations, participating in training and seminars, and actively promoting fire and emergency service programs and initiatives. Work is assigned by an administrative supervisor and reviewed for conformance with established goals and objectives.

• Develops, promotes, and coordinates fire and emergency service programs and agency initiatives throughout the commonwealth.

• Conducts research, data gathering, and statistical and financial analysis to evaluate programs and recommend improvements.

• Serves as a liaison and collaborates with state, county, and local agencies and organizations regarding fire and injury prevention, fire relief, recruitment and retention, community-based education and public information programs, and other agency programs and initiatives.

• Promotes the establishment and effective implementation of fire and emergency program initiatives within state, county, and local governments; Fire and EMS organizations; and civic organizations.

• Prepares and conducts basic and specialized training programs for Fire and EMS personnel, local officials, and the public.

• Facilitates meetings and discussions for Fire and EMS organizations, state, county, local government, and other organizations.

• Attends local, county, regional, state, and national fire service organization meetings to promote the Office of the State Fire Commissioner.

• Prepares written correspondence, reports, and other official publications.

• Travels to provide program assistance and conduct training seminars and conferences.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the theories, principles, and practices of fire and emergency services management, organization, and operations.

• Knowledge of the principles and methods of fire services, emergency management, or public safety program planning, organization, and administration.

• Knowledge of the structure and operations of fire and emergency service organizations, including those provided by state, county, and local governments.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to develop and conduct training related to fire and emergency services programs.

• Ability to analyze and interpret data, regulations, policies, and procedures.

• Ability to develop written reports with findings and recommendations.

• Ability to promote public safety programs among state, county, and local governments, fire and emergency service organizations, and the public.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of professional experience in planning, developing, coordinating, or promoting fire services, emergency management, or public safety programs; and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes one year of professional experience in the planning, development, coordination, or promotion of fire services, emergency management, or public safety programs.
