INCIDENT MANAGEMENT TEAM ADMINISTRATOR

DEFINITION: This is professional and administrative work in the development and support of statewide incident management response teams.

The employee in this job is responsible for the development and support of the Pennsylvania All-Hazard Type Incident Management Team (PA-IMT) that provides multi-agency, all-hazards responses of extended nature to state-wide or regional incidents. Work involves providing administrative and technical support to the team including developing goals and objectives for the PA-IMT program; developing, administering, and interpreting policies, procedures, and regulations; establishing training standards and objectives and planning readiness exercises; administering grants; preparing fiscal requests; and purchasing and maintaining emergency equipment and supplies. Work also includes assisting regional, Urban Area Security Initiative (UASI), and local incident management teams in the development of policies, procedures, regulations, and mutual aid agreements and to ensure they are achieving the appropriate level of development and credentialing for team members. Work involves supervising professional staff. Assigned responsibilities are performed independently and are reviewed by an administrative supervisor through conferences, reports, and effectiveness of program activities.

EXAMPLES OF WORK: Provides administrative and technical support to the PA-IMT.

Develops and establishes goals and objectives for the Pennsylvania Incident Management Team program.

Develops, administers, and interprets policies, procedures, and regulations pertaining to the operation of the PA-IMT.

Recruits and maintains rosters of qualified response team members.

Evaluates requests for PA-IMT deployment.

Serves as the liaison officer in the Pennsylvania Emergency Management Agency’s State Emergency Operations Center during a deployment by advising Department staff on the capabilities of team resources and coordinating communications with team members.

Establishes training standards and objectives and ensures team members receive the professional development necessary to meet deployment and certification criteria.

Prepares proposals for incident management funding.

Administers grants including determining objectives, preparing scope of work, preparing budget, authorizing expenditures, and preparing reports.

Plans incident management team readiness exercises.

Purchases and maintains emergency equipment and supplies for team use.

Operates motor vehicles to travel to various work sites and maintains incident management’s trucks and trailers.

Prepares and submits the annual budget estimate and fund allocation requests for operation of the team.

Maintains records and files on PA-IMT activities including application and termination processing, injury reports, budget and finance documentation, membership, emergency contact information, notification and activation rosters, and training and credentialing records.

Coordinates training opportunities for team members including scheduling training and recruiting instructors.

Assists regional, Urban Area Security Initiative, and local incident management teams by providing guidance in the development of policies, procedures, regulations, and mutual aid agreements and in the achievement of the appropriate level of development and credentialing for team members.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of homeland security, emergency management, and incident management policies, programs, principles and practices.

Knowledge of the organization and administration of governmental programs related to all-hazard incident response.

Knowledge of the procedures and techniques utilized in preparing and managing emergency response plans and programs.

Knowledge of instructional techniques and methods.

Knowledge of the principles and practices of employee supervision.

Ability to operate motor vehicles.

Ability to read and interpret legislation and regulations.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Three years of professional emergency management, emergency services, or other incident management experience, including or supplemented by one year in a supervisory capacity; and three years of experience as a member of a state, county, or local Incident Management Team;

An equivalent combination of experience and training that includes one year of experience in a supervisory capacity and three years of experience as a member of a state, county, or local Incident Management Team.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid PA non- commercial Class C driver’s license or equivalent.
