ALTERNATIVE ENERGY EMERGENCY RESPONSE TRAINING PROGRAM ADMINISTRATOR

DEFINITION: This is supervisory and administrative work in the development of training programs for response to alternative energy emergencies.

The employee in this job directs the planning, development, promotion and implementation of alternative energy emergency response (AEER) training programs for first responders and local and county government officials in all counties of the Commonwealth. Alternative energy includes, but is not limited to, non-conventional well drilling, ethanol, wind turbines, solar panels, electric and hydrogen powered vehicles, and gas pipelines. Work involves determining program goals and objectives; implementing, evaluating, and monitoring rules, regulations, policies and procedures; and interpreting rules, regulations, policies, and procedures for subordinates, first responders, and local and county government officials. Work also includes administering grants for developing and delivering alternative energy training programs; developing rules, regulations or guidelines to manage alternative energy grant program for first responders; and making recommendations and assisting in preparation and submission of budget estimates to support alternative energy training programs. Work involves supervising professional staff as well as adjunct instructors. Assigned responsibilities are performed independently and are reviewed by an administrative supervisor through conferences, reports, and effectiveness of program activities.

EXAMPLES OF WORK: Directs the activities of adjunct instructors and Fire Academy staff engaged in the planning, development, coordination, implementation and evaluation of training programs related to alternative energy sources in all counties of the Commonwealth.

Establishes strategic goals for the development and expansion of AEER training programs and curricula to provide necessary training and education for all levels of professional development of firefighters, command personnel, other emergency service personnel, educators, trainers, administrators, and county and local government officials.

Develops policy and procedures and manages the awarding of competitive grants, purchase of specialized equipment, and training to local fire departments, police departments, emergency medical service agencies, county emergency management agencies, regional counterterrorism task forces and PEMA as authorized by law.

Makes recommendations relative to program needs, expenditures and availability of funding for AEER training programs and grants and assists in the preparation and submission of budget estimates to support the programs.

Develops and maintains a close working relationship with subject matter experts from the alternative energy industry and with those Educational Training Agencies (ETAs) who have contracts with the Office of State Fire Commissioner to deliver training programs to first responders.

Identifies and secures resources necessary to provide AEER training programs such as instructional staff, clerical needs, hardware, software, training equipment, tools, and educational materials and supplies.

Informs subordinates of changes in program rules and regulations governing the training or response to alternative energy emergencies.

Serves as point of contact on all matters related to Alternative Energy Emergency Response training.

Completes special projects related to training and response to alternative energy emergencies as directed by the State Fire Academy Administrator or the State Fire Commissioner.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of fire and emergency response rules, regulations, policies, and procedures.

Knowledge of the procedures, techniques, and safe and best practices utilized in effective and safe response to alternative energy source emergencies.

Knowledge of educational methods and techniques used in fire service training development and instruction.

Knowledge of fire prevention and suppression.

Knowledge of fire apparatus and appropriate use.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to read and interpret rules and regulations.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Five years of experience in the field of fire suppression, public fire service education, or fire protection including two years of experience in conducting and developing fire related training programs and one year of alternative energy emergency response experience, and an associate’s degree in fire science, emergency medical services, emergency management or a related field;

Three years of experience in the field of fire suppression, public fire service education, or fire protection including two years of experience in conducting and developing fire related training programs and one year of alternative energy emergency response experience, and certification as a Fire Service Instructor 2 and Fire Officer 2 issued by the National Professional Qualifications Board (Pro Board) or the International Fire Service Accreditation Congress (IFSAC);

An equivalent combination of experience and training that includes two years of experience in conducting and developing fire related training programs and one year of alternative energy emergency response experience.
