JOB TITLE: DIRECTOR, INTERNAL OPERATIONS OFFICE, PEMA

DEFINITION: This is responsible administrative work in directing all aspects of internal response operations in the Pennsylvania Emergency Management Agency (PEMA).

The employee in this job is responsible for planning, organizing, and directing the activities of the Internal Operations Office. Work involves developing, implementing, and interpreting policies and procedures for the operation of the Commonwealth Watch and Warning Center (CWWC) and the activation, staffing, and operation of the Commonwealth Response Coordination Center (CRCC); directing the operations of the CWWC and CRCC; managing the agency’s statewide communications and warning networks to receive and disseminate warning information to county warning points, state agencies, and senior executive staff; and directing the collection of disaster and emergency assessment information and prioritizing the commonwealth’s response actions and allocation of resources. An important aspect of this work involves determining when to transition from the CWWC to the CRCC; and directing and supervising an expanded staff composed of agency employees, representatives from other state agencies, and state, local, civic emergency services, and disaster relief personnel during emergencies and disasters. Supervision is exercised over a professional staff. Work is received in the form of broad objectives and program goals. Work is performed under the general direction of the Deputy Director for Response, PEMA, and is reviewed for conformance to established standards and for results obtained.

• Directs the operation of the 24 hour Commonwealth Watch and Warning Center and the associated resource coordination activities to ensure timely data collection and analysis, effective emergency response and recovery operations, and conformance to established operational policies and procedures.

• Establishes policies and procedures for the activation and staffing of the CRCC and the execution of the operational requirements of the CRCC during an emergency.

• Develops policies and procedures to control the collection and analysis, classification, and sharing of information during emergency and disaster operations.

• Develops and implements policies to establish the training and certification requirements of Emergency Preparedness Liaison Officers (EPLO).

• Collects damage assessment information, prioritizes state response actions, and ensures that disaster response actions by state agencies are sufficient.

• Directs the collection and analysis of data, allocation of resources, and maintenance of critical information technology resources in support of emergency operations.

• Oversees the daily collection of information on events that could have serious impact on Commonwealth residents and the required notification and distribution of collected information to counties, state agencies, other states, and federal entities.

• Coordinates with local, county, state, and federal counterparts to promote emergency management programs and to disseminate information during an emergency.

• Determines program costs, prepares the budget, and manages allocated funds to meet program objectives.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the theory, principles, techniques, and practices of emergency management operations.

• Knowledge of emergency management preparedness and response plans, policies, procedures, regulations, capabilities, and resources.

• Knowledge of emergency management systems.

• Knowledge of legislation relative to public health and safety and emergency response and management programs.

• Knowledge of safe working practices and procedures as required in a disaster environment.

• Knowledge of the capabilities and applications of a variety of communications devices as related to emergency management and operations programs.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional emergency management experience in disaster operations, public safety, or related emergency services programs that includes two years of emergency management program planning and policy development and one year of supervisory experience, and a bachelor’s degree in public administration, public safety, or a closely related field;

or

• An equivalent combination of experience and training that includes two years of emergency management program planning and policy development and one year of supervisory experience.
