DEPUTY DIRECTOR FOR ADMINISTRATION, PEMA

DEFINITION: This is professional managerial work directing a comprehensive administrative and management services program in the Pennsylvania Emergency Management Agency.

The employee in this job is responsible for the strategic planning, policy development, and integration of a comprehensive administrative and management services program for the Pennsylvania Emergency Management Agency. Administrative and management services program areas include Human Resources, Budget/Fiscal, Facility Management, Procurement, Grants Management, Information Technology, Telecommunications, and Radio Telecommunications. This employee serves as the principal advisor to the Executive Director on administrative matters and is responsible for developing management and policy recommendations for the Executive Director’s consideration regarding information technology, organization, staff utilization, manpower planning, agency operating procedures, and financial management. Work performed has broad operational and administrative impact upon the services and programs administered by the agency. The work involves determining goals, objectives, and priorities for the administrative services programs; developing and implementing rules, regulations, policies, procedures, standards, and guidelines to manage program activities; managing the development of budgetary requests; and reviewing proposed legislation for impacts on the agency’s programs. Work is assigned in the form of overall objectives and is reviewed by the Executive Director for adherence to broad policy and general management guidelines.

EXAMPLES OF WORK: Directs and integrates a comprehensive program of administrative and management services for the Pennsylvania Emergency Management Agency.

Serves as the principal advisor on administrative matters to the Executive Director.

Serves as the chief information technology advisor to the Executive Director and executive staff by developing and recommending policies consistent with Commonwealth information technology policies and agency program goals and needs.

Develops, amends, and interprets policies, procedures, and regulations concerning administrative matters.

Develops and supervises the development of manpower and staff utilization plans, organization recommendations, financial plans, agency operating procedures, and program analysis recommendations.

Confers with program managers regarding their administrative needs and requirements regarding agency programs, policies, rules, and regulations.

Directs agency policy analysis, legislative analysis, work-flow analysis, cost containment, program planning and evaluation, and manpower planning.

Reviews and makes recommendations concerning proposed legislation for possible impacts on the agency’s programs.

Directs the agency budget preparation, implementation, and analysis.

Develops, recommends, implements, evaluates, and updates short and long-term information technology strategic planning efforts consistent with the agency’s mission and overall goals and objectives.

Represents the Executive Director and the Pennsylvania Emergency Management Agency at various meetings, conferences, hearings, and public events.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of public administration.

Knowledge of governmental budgeting, human resources management, management analysis, procurement methods, and policy analysis techniques and practices.

Knowledge of the principles, practices, and procedures used in the development of computer system analysis and design, development, operation, and maintenance of distributed computer systems and client server applications.

Knowledge of the techniques in network analysis and design with application to electronic data processing, software distribution, system administration, network, internet/intranet technologies, and telecommunications.

Knowledge of current developments in systems analysis and applications development, management information systems, telecommunications, PC operations, electronic data processing equipment, internet/intranet technologies, and technical support and operational activities.

Knowledge of the principles and practices of radio/data telecommunications systems planning, design, development, and compatibility.

Knowledge of Federal and state regulatory agencies, laws, rules, and regulations pertaining to radio/data telecommunications.

Knowledge of the agency’s policies, programs, goals, and objectives.

Knowledge of the principles of effective supervision.

Ability to plan, direct, control, and implement a broad and comprehensive administrative and management services program, involving a variety of professional specialties.

Ability to direct the study and formulation of policy recommendations and program planning tools.

Ability to lead and establish the agency’s long term plan for the information technology program and to develop and structure the program to meet the agency’s goals, objectives, and business needs.

Ability to analyze, evaluate, and recommend changes to the agency information technology program to enhance the operations of the agency.

Ability to read and interpret Commonwealth and agency administrative rules, regulations, policies, and procedures.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain effective working relationships with agency officials, employees, legislators, representatives of the Governor's Office, and the general public.

Ability to supervise professional, technical, and clerical staff.

MINIMUM EXPERIENCE AND TRAINING: Six years of responsible line and staff work, which included three years of experience supervising professional employees in an area of administration such as human resources, budgeting, program analysis, policy analysis, information technology, or a related field; and a bachelor's degree;
