JOB TITLE: DEPUTY DIRECTOR FOR 9-1-1, PEMA

JOB CODE: 76181

DEFINITION: This is professional managerial work directing and executing a comprehensive 9-1-1 program within the Pennsylvania Emergency Management Agency (PEMA).

The employee in this job is responsible for the strategic planning, policy development, implementation and integration of a comprehensive 9-1-1 program to ensure the continual development and maintenance of the Commonwealth’s 9-1-1 system. Work involves directing the development of policies and procedures for the equal and unilateral deployment and maintenance of internet protocol, wireless and landline 9-1-1 services across the Commonwealth; developing policies, procedures and programs to ensure the implementation and evolution of a Next Generation 9-1-1 (NG9-1-1) system within the Commonwealth; directing the planning, coordination and implementation of local, county and statewide public safety education and outreach programs related to 9-1-1 access with an emphasis on the use of next generation devices and technologies; providing advice, policy guidance and direction to counties and municipalities in the development of county 9-1-1 plans and funding applications that include training, quality assurance and certification requirements; and serving as the Commonwealth’s clearinghouse for information about state, local and national 9-1-1 issues. An important aspect of this work involves ensuring compliance with state and federal laws related to NG 9-1-1 systems and providing consultation to the Chief Deputy Director, PEMA and the Director, PEMA on 9-1-1 policy matters. Supervision is exercised over a professional support staff. Work is assigned in the form of broad objectives and is reviewed by the Chief Deputy Director, PEMA for results obtained and overall conformance to federal and state laws.

• Directs the strategic planning, policy development, implementation and integration of the 9-1-1 program across the Commonwealth.

• Provides oversight for the Commonwealth’s county-based 9-1-1 system to ensure that local, regional and state level functions are coordinated, mutually supportive and comprehensive in scope.

• Serves as the principal advisor to the Chief Deputy Director, PEMA and Director, PEMA on 9-1-1 policy and operations.

• Directs communications between the 9-1-1 Office and County 9-1-1 coordinators to enable public safety answering points (PSAP) to provide expedient telephone access to emergency services for all 9-1-1 callers.

• Directs the formulation and administration of technical standards for the use of funds disbursed from the Wireless E-9-1-1 Emergency Services Fund to PSAPs and wireless providers eligible for payment under the fund.

• Directs the development, implementation, amendment, interpretation and enforcement of policies, procedures and regulations governing 9-1-1 programs.

• Directs the development and maintenance of a wireless 9-1-1 State Plan. Commonwealth of Pennsylvania 1

• Administers the Wireless 9-1-1 Fund and the Next Generation 9-1-1 Fund under the provisions of the state 9-1-1 statutes.

• Formulates agency goals and objectives related to public outreach initiatives with county and local 9-1-1 emergency management programs.

• Directs the development, implementation and maintenance of performance, technical and financial standards for county and municipal 9-1-1 plans and funding applications which include training requirements, quality assurance and certification criteria, content, format and submission methods, processes for determining compliance and methods for managing noncompliance.

• Directs the development, implementation, enforcement and revision of regulations to implement federal and state legislation related to 9-1-1 systems, services or funding.

• Directs the 9-1-1 Office in the development of policy for the 9-1-1 certification program for telecommunicators and 9-1-1 coordinators in the Co6mmonwealth.

• Directs the development of processes and procedures necessary for the movement to NG9-1-1 in the Commonwealth.

• Evaluates the efficiency and effectiveness of program services and implements changes as necessary to increase program efficiency and effectiveness.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the use and operation of 9-1-1 systems.

• Knowledge of the theories, techniques, principles and practices of emergency management programs and services.

• Knowledge of emergency management policies, regulations, capabilities and resources.

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles and practices of employee supervision.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be evaluated by the State Civil Service Commission or used for Civil Service examination purposes and are not position-specific performance standards.):

• Knowledge of federal and state legislation relative to public health and safety, civil defense, preparedness and emergency management programs and services.

• Ability to analyze, interpret and apply and implement 9-1-1 rules, regulations, legislation, policies and procedures.

• Ability to direct and coordinate the delivery of comprehensive statewide 9-1-1 program services.

• Ability to explain and promote 9-1-1 programs.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional experience in 9-1-1 operations management, public safety or related emergency services programs that include two years of supervisory responsibility, and a bachelor’s degree in public administration, public safety or a closely related field;

or

• An equivalent combination of experience and training that includes two years of supervisory experience in 9-1-1 operations management, public safety or related emergency services programs.
