DIRECTOR, BUREAU OF STRATEGIC PLANNING, PEMA

DEFINITION: This is administrative work in developing and managing agency wide strategic planning functions in the Pennsylvania Emergency Management Agency (PEMA).

The employee in this job is responsible for planning, organizing, and directing the activities of the Bureau of Strategic Planning. Work involves responsibility for developing and defining the policies, strategies, goals, objectives, and procedures that will formulate strategic plans for PEMA, statewide emergency management and integration, statewide interoperability, emergency preparedness, emergency operations planning, and National Incident Management System (NIMS) requirements for the Commonwealth. Work involves supervising professional and support staff providing technical assistance to other state agencies, local jurisdictions, and community-based organizations; coordinating grant activities associated with Homeland Security Grant Programs and Emergency Management Grant Programs to identify grant projects for implementation of strategic goals and objectives; and identifying PEMA projects for outreach, education and operations. Work is received in the form of broad objectives and is performed under the general direction of the Deputy Director for Administration. Work is reviewed for conformance to federal and state laws and results obtained.

EXAMPLES OF WORK: Directs the development of strategic plans and policies to prevent, protect, mitigate, prepare for and respond to all threats and hazards for those that live and work in Pennsylvania.

Develops agency strategy, policy and plan recommendations for consideration by the Deputy Director for Administration and executive staff and for approval by the agency director.

Develops plans and policy recommendations and prioritizes agency strategic direction and activities based on agency business requirements.

Provides advice and recommendations on a wide variety of highly complex and sensitive agency initiatives including cross-agency policy and strategic planning projects.

Directs the strategic planning, implementation and monitoring of the National Incident Management System across the Commonwealth in compliance with Federal Emergency Management Agency requirements.

Oversees planning at the strategic level for all grants administered by the State Administrative Agency in order to provide for their coordination and interoperability across the agency and the Commonwealth.

Directs, develops, organizes, and assists with strategic planning efforts at the county and local levels.

Directs the implementation of a comprehensive agency strategy to inform citizens of the Commonwealth about emergency preparedness activities and functions.

Coordinates strategic planning for special populations’ emergency preparedness and provides guidance to local and county emergency management programs, first responders, school districts and dependent care facilities.

Develops and issues PEMA’s statewide all-hazards emergency preparedness strategic plan.

Monitors and updates PEMA’s strategic plan and facilitates component strategic planning.

Advises the Deputy Director for Administration and executive staff of PEMA on state and federal legislative issues regarding emergency management.

Collaborates with public and private partners on strategies, initiatives, and action plan items that support the agency’s all-hazards emergency management and homeland security initiatives.

Serves on national and state committees and represents PEMA, at meetings, conferences and other functions relating to emergency management.

Identifies highly visible and sensitive emergency management and all-hazard issues and develops and coordinates strategic goals, plans, policies and initiatives for PEMA.

Manages outsourced contracts, vendors and grant initiatives to implement programs and policy.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of strategic planning.

Knowledge of the legislative process.

Knowledge of emergency management laws.

Knowledge of trends in emergency management and emergency management systems.

Knowledge of the principles and practices of public administration.

Knowledge of the principles and methods used in the collection, analysis, and presentation of statistical, economic and administrative data.

Knowledge of the principles and practices of employee supervision.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Six years of professional public safety or emergency services work which includes two years of strategic planning experience, one year of supervisory experience and a bachelor’s degree;
