DEFINITION: This is responsible administrative work in directing emergency response planning, training and exercise, and qualification programs within the Pennsylvania Emergency Management Agency (PEMA).

The employee in this job is responsible for planning, organizing, and directing the Bureau of Planning, Training and Exercise. Work involves developing, implementing, and interpreting policies and procedures for emergency management, homeland security, tactical, operational, and community planning programs and exercises; developing, implementing, and interpreting policies and procedures to establish the training, certification, and continuing education requirements of agency staff and county and local emergency management personnel; and overseeing the development, review, evaluation, maintenance, and administration of a variety of emergency response plans to ensure the commonwealth’s preparedness for emergencies and compliance with the planning requirements of the National Incident Management System (NIMS). An important aspect of this work involves responsibility for ensuring the continual update and maintenance of the State Emergency Operations Plan (EOP) and for developing policies and procedures for programmatic guidance for the Homeland Security Grant and the Emergency Response and Planning Grant programs. Supervision is exercised over a professional staff. Work is performed under the general direction of the Deputy Director for Preparedness, PEMA and is reviewed for conformance to established standards and results obtained.

• Directs and participates in the review, evaluation, and maintenance of the State Emergency Operations Plan.

• Develops and implements policies and procedures to ensure compliance with federal and state regulatory requirements for planning, training and exercise, and qualification programs.

• Develops and implements policies and procedures which provide programmatic guidance on the utilization of the Homeland Security Grant and the Emergency Response and Planning Grant.

• Develops, implements, and maintains policies and procedures which establish the training, certification, and continuing education requirements of agency staff and county and local emergency management personnel.

• Serves as an advisor to the Director on agency emergency management and homeland security planning, training and exercise, and qualification programs.

• Ensures the commonwealth’s compliance with the planning requirements of the National Incident Management System.

• Directs and evaluates tactical and operational planning for emergency response and recovery by the commonwealth.

• Coordinates the integration and implementation of emergency management and homeland security planning, training and exercise, and qualification programs with state, county, and local emergency management organizations and operations.

• Oversees the development of emergency management and homeland security strategies.

• Formulates agency goals and objectives related to emergency management planning.

• Maintains active liaison with county and local coordinators and officials to assess program effectiveness, solicit recommendations, and develop program modifications.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs other related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods and techniques used in the development and delivery of emergency management training and exercise and qualification programs.

• Knowledge of legislation relative to public health and safety and emergency response and management programs.

• Knowledge of the capabilities and applications of a variety of communications devices as related to emergency management operations programs.

• Ability to evaluate emergency management plans and develop and recommend modifications.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional emergency management experience that includes two years of emergency management program planning and policy development and one year of supervisory experience, and a bachelor's degree in public administration, public safety, or a closely related field;

or

• An equivalent combination of experience and training that includes two years of emergency management program planning and policy development and one year of supervisory experience.
