JOB TITLE: DIRECTOR, BUREAU OF TECHNOLOGICAL HAZARDS, PEMA

DEFINITION: This is responsible administrative work in developing and managing technological hazards preparedness and response functions in the Pennsylvania Emergency Management Agency (PEMA).

The employee in this job is responsible for planning, organizing, and directing the activities of the Bureau of Technological Hazards. Work involves developing and implementing policies, procedures, and programs to support the agency’s statewide technological hazards preparedness and response activities; directing the development, review, evaluation, and administration of emergency response planning activities for technological hazards emergencies impacting the residents and resources of Pennsylvania; and ensuring compliance with a variety of state and federal regulations, policies, directives, and procedures related to technological hazards, with emphasis on those related to hazardous materials and nuclear power programs. An important aspect of this work involves assuring technological hazards response and mitigation capabilities within the Commonwealth’s Response Coordination Center on a 24 hour, seven (7) day a week basis; coordinating technological hazards response and mitigation efforts across various programs within PEMA and other federal, state, and local government agencies; and developing policies, procedures, and programmatic requirements governing the submission, application, approval, disbursement, and reporting of grant monies used for technological hazards preparedness and response functions. Supervision is exercised over a professional support staff. Work is received in the form of broad objectives and program goals. Work is performed under the general direction of the Deputy Director for Response, and is reviewed for conformance to federal and state laws and results obtained.

• Directs the planning, development, implementation, coordination, and evaluation of a variety of technological hazards planning, preparedness, and response programs.

• Directs the development and implementation of policies, regulations, and procedures for emergency management planning, preparedness, and response activities specific to technological hazards emergencies.

• Serves as an advisor on the legislative requirements and emergency management aspects of technological hazards including nuclear power plants, hazardous materials, oil, gas, and other fixed facilities, and railroad, air, and ground transportation.

• Develops policies, procedures, and programmatic requirements for the administration and disbursement of state and federal grant monies used for technological hazards preparedness and response functions.

• Coordinates the integration and implementation of emergency management planning, preparedness, and response activities for technological hazards with state, county, and local emergency management organizations.

• Evaluates the effectiveness of the delivery of technological hazards planning, preparedness, and response program services and recommends and coordinates revisions to policies, procedures, and programs.

• Formulates goals and objectives for technological hazards planning, preparedness, and response activities and assures alignment with the agency’s overall strategic plan.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the theory, principles, techniques, and practices of emergency management operations.

• Knowledge of emergency management preparedness and response plans, policies, procedures, regulations, capabilities, and resources.

• Knowledge of emergency management information systems.

• Knowledge of local, state, and federal emergency operations systems.

• Knowledge of the theory, principles, techniques, and practices of technological hazards programs including organizational structures, operating procedures, safety practices, terminology, task force equipment, and communications protocols.

• Knowledge of legislation relative to public health and safety and emergency response and management programs.

• Knowledge of safe working practices and procedures as required in a disaster environment.

• Knowledge of educational methods and techniques used in technological hazards training development and instruction.

• Knowledge of the capabilities and applications of communications devices used in emergency management operations.

• Knowledge of the principles and practices of project management.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of emergency management experience that includes one year of supervision and two years of emergency management program planning and policy development, and a bachelor's degree;

or

• An equivalent combination of experience and training that includes one year of supervision and two years of emergency management program planning and policy development.
