JOB TITLE: DEPUTY DIRECTOR FOR OPERATIONS, PEMA

JOB CODE: 76188

DEFINITION: This is professional managerial work directing, evaluating, and executing statewide emergency management preparedness and response programs within the Pennsylvania Emergency Management Agency (PEMA).

The employee in this job is responsible for the strategic planning, development, and implementation of statewide emergency preparedness and response programs, including internal and external operations, training, exercise, and technological hazards. Work involves leading emergency preparedness programs, and the response phase of any natural or man-made disaster by providing strategic leadership, policy development, and administrative oversight. Work includes implementing and maintaining the National Incident Management System (NIMS) and the Threat and Hazard Identification and Risk Assessment (THIRA) process; developing and implementing changes to emergency preparedness and response programs and related policies; directing the development and maintenance of state level resource support and allocation plans; and assuring commonwealth-wide situational awareness on a 24-hour, seven (7) day per week basis. The employee in this job serves as the principal advisor to the PEMA Director on matters related to disaster preparedness and response, and as third-in-command of the agency in ensuring the effective implementation of the Commonwealth Emergency Operations Plan. Supervision is exercised over professional staff. Work is assigned in the form of broad objectives and is reviewed by the PEMA Director for results obtained and overall conformance to federal and state laws.

• Directs strategic planning and program implementation for preparedness and response program aspects to include internal and external operations, county coordination, NIMS and THIRA, and the steady state watch and warning and disaster support operations.

• Directs and coordinates the interpretation, development, implementation, and enforcement of policies, procedures, and regulations governing disaster response operations, and preparedness program service delivery with state, county, and local emergency management organizations.

• Serves as the principal advisor to the PEMA Director on all aspects of commonwealth disaster preparedness and response operations.

• Directs the development, implementation, and maintenance of technological hazards preparedness programs for the commonwealth.

• Evaluates the efficiency and effectiveness of program services and implements changes as necessary to increase program efficiency and effectiveness.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the theories, techniques, principles, and practices of emergency management operations.

• Knowledge of emergency management policies, regulations, capabilities, and resources.

• Knowledge of local, state, and federal emergency operations systems.

• Knowledge of the legislation, rules, regulations, policies, and procedures related to emergency management and preparedness and public health and safety.

• Knowledge of the principles, techniques, and practices of specialized response teams, including organizational structures, operating procedures, safety practices, terminology, equipment, and communications protocols.

• Knowledge of the intent and use of the NIMS and THIRA.

• Knowledge of the methods and techniques used to develop and evaluate emergency management programs.

• Ability to analyze, interpret, and apply legislation, regulations, policies, and procedures.

• Ability to promote emergency management programs.

• Ability to develop policies and procedures based on federal and state mandates.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional emergency management experience which includes two years of supervisory experience and three years of emergency management program planning and policy development; and a bachelor's degree in public administration, public safety, or a closely related field;

or

• An equivalent combination of experience and training which includes two years of supervisory experience and three years of emergency management program planning and policy development.
