 JOB TITLE: EMERGENCY MANAGEMENT TRAINEE

JOB CODE: 76196

SERIES NATURE OF WORK: The Emergency Management job series describes work in preparing for, preventing, protecting against, mitigating, responding to, and recovering from disasters and emergency incidents in the Commonwealth of Pennsylvania.

DEFINITION: This is structured trainee work in the development, coordination, execution, and promotion of emergency management plans, procedures, and operations.

An employee in this job participates in formal training sessions, workshops, and on-the-job assignments to develop proficiency in planning, organizing, equipping, and evaluating emergency service responses, plans, and operations. Work involves assisting staff in developing, evaluating, and promoting emergency operations plans; coordinating prevention, emergency and disaster response, and recovery activities; and developing and conducting training programs, mitigation activities, and grant programs related to emergency management. As training progresses, the trainee is involved in projects of greater difficulty and complexity. Work is performed under the guidance and direction of a supervisor who assigns, and reviews work and ensures attainment of the goals and objectives of the training plan.

• Participates in a structured training program, studies texts, and prepared training materials, and presents reports on training assignments.

• Participates in the promotion and coordination of statewide emergency management plans and programs for prevention, mitigation, response, and recovery from disasters and emergency incidents.

• Reviews county and local emergency plans to advise on their compliance or non-compliance with federal and state guidelines.

• Participates in the promotion and coordination of emergency management plans and programs in an assigned area of the state by assisting higher level specialists with collecting and maintaining an area resource inventory and distribution schedule, assessing emergency resource requirements, assigning priorities, and allocating and distributing resource materials.

• Gathers information from federal, state, and local officials concerning emergency management program requirements as well as operational policies and procedures.

• Research information and resources on organizational and operational policies and procedures and makes recommendations regarding their integration with federal and state guidelines and requirements.

• Prepares documents and materials for meetings, conferences, and discussions on emergency management topics for all levels of government and other organizations.

• Researches and prepares documents, analysis, and presentations on behalf of Emergency Management Specialists for emergency management personnel and volunteers, local officials, private sector representatives and the public.

• Conducts studies and reviews of county and municipal emergency resources and facilities to determine resource utilization needs during emergency situations.

• Assists in the review and analysis of program data and makes operational recommendations for improved procedures for response to and mitigation of disasters and emergencies.

• Operates and maintains telecommunications and automation/computer equipment in the Commonwealth Response Coordination Center.

• Assists in the performance of disaster relief activities in response to emergency situations.

• Prepares a variety of written reports and presentations about emergency management program activities.

• Operates a motor vehicle and travels as required.

• Performs related duties as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the theory, principles, and practices of emergency management.

• Knowledge of the principles and practices of emergency operations planning.

• Knowledge of federal and state emergency regulations and programs.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to operate and maintain telecommunications and automation/computer equipment such as telephone, radio, and satellite communications equipment.

• Ability to analyze and interpret information.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• A bachelor’s degree in emergency management, homeland security, or a closely related field;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• Certain positions require an active motor vehicle license.

• All positions require certification in the following courses from the Federal Emergency Management Agency (FEMA) Emergency Management Institute, within 6 months of hire:

IS-100.C: Introduction to the Incident Command System

IS-700.B: An Introduction to the National Incident Management System

IS-800.D: National Response Framework, An Introduction

IS-2200: Basic Emergency Operations Center Functions
