JOB TITLE: EMERGENCY MANAGEMENT SUPERVISOR

SERIES NATURE OF WORK: The Emergency Management job series describes work in preparing for, preventing, protecting against, mitigating, responding to, and recovering from disasters and emergency incidents in the Commonwealth of Pennsylvania.

DEFINITION: This is specialized professional and supervisory work in the development, coordination, execution, and promotion of emergency management plans, procedures, and operations.

An employee in this job supervises specialized professional staff engaged in the development, coordination, and promotion of emergency management plans, procedures, and operations supporting preparedness, prevention, response, recovery, mitigation, 911, and the Commonwealth Response Coordination Center. Work involves implementing and interpreting policies and procedures; providing policy input and recommendations; identifying, evaluating, and developing improved plans, procedures, and systems based on identified needs, gaps, and priorities; and preparing reports and maintaining records to document grant activities and expenses. Work includes planning, assigning, and reviewing completed work for compliance with policies, procedures, and standards; evaluating and providing feedback on staff performance; and monitoring and prioritizing the execution of projects and operations. Work is performed with considerable independence and is reviewed by a supervisor through meetings and an evaluation of work products and reports.

   DISTINGUISHING CHARACTERISTICS:

     • Work is distinguished from the lower-level job based on the responsibility for supervising Emergency Management Specialist or Emergency Management Watch Officer positions.

• Supervises the development, interpretation, and implementation of program procedures, guidelines, and materials.

• Establishes and maintains regular communications with federal, state, and local officials and representatives from civic organizations and the private sector.

• Implements and interprets organizational and operational policies and procedures ensuring conformance with federal and state guidelines and requirements.

• Promotes the establishment and effective operation of emergency management activities within county and local governments, civic organizations, and the private sector.

• Operates and maintains systems used in emergency management and disaster response.

• Conducts training and participates in assessments and exercises to promote effective emergency management plans and procedures.

• Maintains effective working relationships with emergency management agencies and organizations, and the public.

• Assists in the performance of disaster relief activities in response to emergency situations.

• Travels to provide program assistance, conduct training seminars, and participate in conferences.

• Performs the full range of supervisory duties.

• May participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related duties as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the theory, principles, practices, and techniques of emergency management.

• Knowledge of the principles and methods of program planning, organization, and administration.

• Knowledge of emergency management policies and programs related to federal, state, and local governments.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to evaluate administrative methods and procedures and recommend improvements.

• Ability to interpret and apply federal regulations governing emergency management programs and activities.

• Ability to operate and maintain telecommunications and automation/computer equipment such as telephone, radio, and satellite communications equipment.

• Ability to analyze data and make recommendations.

• Ability to promote emergency management plans and programs.

• Ability to analyze and interpret information.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as an Emergency Management Specialist (commonwealth title);

or

• Three years of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military; and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes two years of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military.

SPECIAL REQUIREMENTS:

• Certain positions require an active motor vehicle license.

• All positions require certification in the following courses from the Federal Emergency Management Agency (FEMA) Emergency Management Institute, within six months of hire:

IS-100.C: Introduction to the Incident Command System

IS-700.B: An Introduction to the National Incident Management System

IS-800.D: National Response Framework, An Introduction

IS-2200: Basic Emergency Operations Center Functions

• Certain positions may require certification in the FEMA Professional Development Series(PDS) or the Emergency Management Professionals Program(EMPP) Basic Academy courses, at time of application.
