EMERGENCY MANAGEMENT AREA COORDINATOR

DEFINITION; This is administrative and promotional work in the organization of emergency management activities within an assigned area of the Commonwealth.

An employee in this class is responsible for administrative and promotional work in the organization and promotion of emergency management activities in event of a national emergency or natural disaster within an assigned area consisting of approximately twenty counties. Work involves coordinating emergency management activities within the assigned area to insure technical and operational program requirements are met and that all actions taken are consistent with the overall state plan. Work includes directing the activities of all Commonwealth emergency management personnel in the assigned area. Work is received through statements of policies and outlines of objectives to be accomplished and is reviewed by the Director through conferences, observation of results, and evaluation of reports.

EXAMPLES OF WORK: Organizes, coordinates, and promotes a program of extensive emergency management activities within a geographically assigned area consisting of approximately twenty counties.

Directs the assisting of or assists county and local government officials in the organization of their engineering, medical, police, fire, transportation, communications, radiological, welfare, rescue services and local industry to prepare them for the protection of life and property during a national emergency or natural disaster.

Plans and organizes work, determines work priority, sets goals, reviews work performance and evaluates reports.

Confers with county and local government officials concerning the development of an overall area plan for emergency operations.

Coordinates activities of staff and state agency representatives in the conduct of emergency operations.

Directs the collection and maintenance of an area resource inventory and distribution schedule.

Conducts classes of instruction in the administration and operation of an effective program for emergency management and preparedness.

Reviews area emergency service plans to insure they are complete and meet requirements and are compatible with state emergency service plans.

Attends and conducts meetings of Federal, state, military and civic groups considering the organization and coordination of emergency management policies and activities.

Participates in training tests and exercises; assesses training status of area emergency service personnel; submits training status reports.

Consults with superiors on policies and procedures and interprets and transmits them to officials of assigned area of responsibility.

Maintains an effective working relationships with all agencies having emergency management interests, and with the general public.

Travels frequently throughout the area of responsibility to promote the establishment and improvement of emergency management activities within county and local government.

Reviews work and evaluates performance of a professional and support staff.

Prepare and submits reports as required.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the theory, principles, techniques, and practices of emergency management organization and activities.

Knowledge of the emergency plans and policies of the Federal, state and local governments.

Knowledge of the functions, resources and capabilities of the assigned area of the counties, cities, boroughs and townships located in it.

Knowledge of the principles and practices of personnel administration and public administration, particularly as they apply to public safety, medical, and welfare services.

Knowledge of the procedures and techniques used in preparing emergency service plans.

Ability to plan, organize and direct effectively a program of emergency management and preparedness in an assigned area.

Ability to stimulate interest in and to speak effectively on emergency management subjects.

Ability to review and comment on area emergency services plans.

Ability to prepare and maintain records and reports.

Ability to establish and maintain effective working relationships with personnel supervised, state departments and community agencies and groups.

Ability to plan, organize, and direct the activities and evaluate the performance of subordinate employees.

MINIMUM EXPERIENCE AND TRAINING: Four years of experience in disaster relief, emergency management, public safety, or work in allied emergency services and a bachelor's degree;

NECESSARY SPECIAL REQUIREMENT: Possession of a valid motor vehicle operator's license.
