 JOB TITLE: EMERGENCY MANAGEMENT PROGRAM MANAGER

SERIES NATURE OF WORK: The Emergency Management job series describes work in preparing for, preventing, protecting against, mitigating, responding to, and recovering from disasters and emergency incidents in the Commonwealth of Pennsylvania.

DEFINITION: This is advanced professional and administrative work planning, developing, and implementing emergency management programs and policies supporting disaster and emergency response.

An employee in this job manages major enterprise programs; and identifies, scopes, plans, develops, and leads projects to improve program operations. Work involves identifying new and emerging threats through research and analysis of national and global trends, best practices, and georeferenced systems; leading teams in developing, communicating, and implementing policies, procedures, and protocols; and testing and evaluating for quality improvement. Work includes directing teams to investigate, analyze, and respond to time-sensitive and critical issues during emergency response and disaster recovery operations; and serving on municipal, state, and federal panels or teams to develop and improve emergency services and communications. Work is performed independently and is reviewed through meetings, the evaluation of work products, and reports for compliance with agency rules, regulations, and goals.

   DISTINGUISHING CHARACTERISTICS:

     • Work is distinguished from the lower-level job based on the responsibility for developing policies and objectives for major enterprise emergency management programs.

• Develops and manages projects, including project goals and objectives, project plans and timelines, budgets, and staffing requirements.

• Manages and tracks project progress against the project plan to ensure project is on schedule.

• Develops, communicates, and implements policies and procedures guiding emergency management programs.

• Participates in emergency response and disaster recovery operations.

• Cultivates relationships with stakeholders to enable collaboration.

• Directs the implementation and execution of emergency management programs and operations through staff and in cooperation with local, county, and federal resources.

• Develops, promotes, and coordinates statewide emergency management plans and programs for prevention, mitigation, resiliency, and recovery from natural or man-made disasters.

• Manages and uses technologies such as WebEOC and ArcGIS to visualize and analyze data that support decision making.

• Travels to field sites to provide program assistance and conduct training seminars and conferences.

• Performs the full range of supervisory duties.

• May participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related duties as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the theory, principles, and practices of emergency management.

• Knowledge of emergency management programs and operations.

• Knowledge of the principles, practices, and methods of project management.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to interpret and communicate emergency management regulations, policies, and programs related to federal, state, and local governments.

• Ability to develop and coordinate plans and procedures for emergency management activities.

• Ability to lead and deliver briefings, updates, and other public communications on the status of emergency management operations.

• Ability to analyze and interpret data.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as an Emergency Management Specialist (commonwealth title);

or

• Five years of professional experience in the development, coordination, or promotion of emergency-related programs such as disaster relief, public safety, and emergency management in government, industry, education, or the military; and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years of professional experience in the development, coordination, or promotion of emergency-related programs such as disaster relief, public safety, and emergency management in government, industry, education, or the military.

SPECIAL REQUIREMENTS:

• Certain positions require possession of an active motor vehicle license.

• All positions require certification in the following courses from the FEMA Emergency Management Institute:

IS-100.C: Introduction to the Incident Command System

IS-700.B: An Introduction to the National Incident Management System

IS-800.D: National Response Framework, An Introduction

IS-2200: Basic Emergency Operations Center Functions.
