JOB TITLE: EXECUTIVE DIRECTOR, PENNSYLVANIA COMMISSION ON CRIME AND DELINQUENCY

DEFINITION: This is highly responsible administrative and managerial work directing all programs of the Pennsylvania Commission on Crime and Delinquency (PCCD).

The employee in this job plans, directs, and evaluates programs in statistical collection and analysis, victims’ services, comprehensive criminal justice planning, juvenile justice, violence prevention, training, and the administration of state and federal grants to enhance the criminal justice system and increase the safety of communities. Work involves directing professional staff responsible for overseeing criminal justice programs, justice planning and policymaking, managing budgets and grants, and administering a comprehensive criminal justice plan for the commonwealth. Work includes facilitating partnerships with policymakers, reviewing proposed legislation and projects to determine potential impacts to PCCD, reviewing and approving all funding announcements, and advising the Commission of current developments in the criminal justice field. Work also involves providing guidance to advisory committees and training boards, state agencies, and community organizations involved in criminal justice initiatives. Work is performed independently in accordance with the PCCD’s policies and procedures and is evaluated based on program effectiveness.

• Plans, directs, and evaluates all criminal justice programs in PCCD and implements actions based on advisory committee recommendations.

• Reviews, develops, and recommends approval of policy guidelines, legislation, and program and project proposals.

• Develops, interprets, and implements organizational and operational policies, methods, and procedures.

• Directs the administration of federal and state funds to support projects and programs designed to improve the juvenile justice system, victims’ services, school safety, county adult probation and parole, and child advocacy.

• Directs the implementation of violence prevention programs and facilitates PCCD collaboration with private and public sector partners on school safety and security programs.

• Directs federal and state funding to agencies that work directly with victims’ services and compensation and fosters collaboration with other criminal justice professionals and groups that advocate the needs of crime victims.

• Oversees training and continuing education programs for law enforcement personnel, which includes assessing training needs, initiating and coordinating curriculum development, and facilitating delivery.

• Directs the collection and utilization of statistical data and research information, such as crime trend analyses and studies of programs supported by PCCD to ensure they are efficient and effective.

• Oversees the administration and monitoring of grant funding, budgeting and procurement, and administrative support services.

• Collaborates with agencies, organizations, and communities to support criminal justice programs and enhance public safety.

• Performs the full range of supervisory duties.

• The employee in this job participates in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the current practices, procedures, and ongoing developments in the criminal and juvenile justice systems.

• Knowledge of services available to victims of crime.

• Knowledge of federal and state grant application and administration processes and procedures.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret legislation, regulations, policies, and procedures.

• Ability to analyze and develop operational plans, goals, and objectives.

• Ability to establish and maintain effective working relationships.

• Ability to effectively communicate orally.

• Ability to effectively communicate in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Eight years of professional experience in criminal justice, juvenile justice, or a justice related field that includes three years of supervisory experience;

or

• An equivalent combination of experience and training that includes three years of professional supervisory experience in criminal justice, juvenile justice, or a justice related field.
