SERIES NATURE OF WORK: The Criminal Justice System Specialist job series describes professional work in the Pennsylvania Commission on Crime and Delinquency to promote effective and impartial criminal justice systems, support crime prevention, reduction, and victim service efforts, and enhance the coordination and delivery of related resources.

DEFINITION: This is advanced professional work in the development, planning, and implementation of criminal justice or victim services programs in the Pennsylvania Commission on Crime and Delinquency.

An employee in this job performs advanced work in the development and evaluation of plans, policies, and initiatives to improve the administration of justice in law enforcement, courts, corrections, and programs that provide support and advocacy for victims of crime. Work involves the development of advanced approaches to researching criminal justice or victim services issues, including the identification of new data sources, the development of new research methodologies, and the preparation of studies and reports that include innovative recommendations for criminal justice system or victim services programs and plans. Work is assigned in the form of overall goals and objectives, is performed independently, and is reviewed upon completion for soundness of conclusions and effectiveness of results.

   DISTINGUISHING CHARACTERISTICS:

     • Work is distinguished from the lower level jobs based on responsibility for developing new approaches and methodologies for researching criminal justice or victim services issues and the development of innovative recommendations for the improvement of criminal justice systems or victim services programs.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Conducts advanced research and data analysis, and prepares studies and reports in narrative, graphical, and statistical form that include innovative recommendations for the improvement of criminal justice systems or victim support and advocacy programs.

• Develops grant announcements and grant application scoring criteria used to award state and federal funds to units of local government, state agencies, and other organizations.

• Provides technical guidance for the scoring of concept papers and applications received in response to funding announcements.

• Reviews and revises existing training curricula, and develops new training curricula, and facilitates or monitors training sessions in accordance with adult learning theory and established standards for delivery.

• Meets with stakeholders of local and state governmental agencies and other groups, organizations, and practitioners, and coordinates the development, review, and administration of a variety of criminal justice system related plans, policies, and programs.

• Coordinates and facilitates board meetings, conferences, or workshops on criminal justice system or victim services related topics for stakeholder groups and organizations.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the organization and interrelationships of criminal justice systems.

• Knowledge of the process, procedures, and practices involved in conducting research.

• Knowledge of the use and functionality of Microsoft Office suite software.

• Knowledge of individual and group behavior.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Criminal Justice System Specialist 2;

or

• Three years of professional experience in criminal or juvenile justice, law enforcement, or victim services, and a bachelor’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field;

or

• Two years of professional experience in criminal or juvenile justice, law enforcement, or victim services, and a master’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field;

or

• An equivalent combination of experience and training.
