SERIES NATURE OF WORK: The Criminal Justice System Specialist job series describes professional work in the Pennsylvania Commission on Crime and Delinquency to promote effective and impartial criminal justice systems, support crime prevention, reduction, and victim service efforts, and enhance the coordination and delivery of related resources.

DEFINITION: This is managerial work in the development, planning, and implementation of criminal justice or victim services programs in the Pennsylvania Commission on Crime and Delinquency.

An employee in this job manages staff responsible for the development and evaluation of plans, policies, and initiatives to improve the administration of justice in law enforcement, courts, corrections, and programs that provide support and advocacy for victims of crime. Work involves managing the analysis of local, regional, and state data used in the development of criminal justice or victim services, plans, policies, and programs; serving on committees, boards, or other workgroups; managing the preparation of studies and reports on the needs, priorities, and evaluative measures of plans, policies, and programs; and coordinating the development of policies that have state-wide impact on the administration of justice or support and advocacy for victims of crime. Work also involves managing the development of relationships with a variety of stakeholder groups and representatives from governmental agencies and affiliated organizations, direct service providers, or the general public. Work is performed independently and is reviewed by a higher level manager for achievement of objectives and effectiveness of results.

   DISTINGUISHING CHARACTERISTICS:

     • Work at this level involves supervising Criminal Justice System Specialist Supervisors or other positions at a comparable level.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Manages staff responsible for the development of grant announcements and grant application scoring criteria used to award state and federal funds to units of local government, state agencies, and other organizations.

• Manages the provision of technical guidance in the scoring of concept papers and applications received in response to funding announcements.

• Manages research, data analysis, and preparation of studies and reports in narrative, graphical, and statistical form on issues related to criminal justice systems or victim support and advocacy.

• Manages a quality assurance program related to the analysis, reporting, provision of technical assistance and support to specialists and victims, and the disposition of requests for victims’ compensation.

• Manages the review and revision, or preparation of new training curricula, and the facilitation or monitoring of training sessions.

• Meets with stakeholders of local and state governmental agencies and other groups, organizations, and practitioners, and coordinates the development, review, and administration of a variety of criminal justice system related plans, policies, and programs.

• Reviews legislation, policies, and other local, state, and federal guidelines and determines impacts of proposed changes, recommends modifications, or implements necessary program revisions.

• Leads board meetings, conferences, or workshops on criminal justice system or victims services related topics for stakeholder groups and organizations.

• Represents the Commission as a subject matter expert, or primary point of contact for criminal justice or victim services related policies, programs, and resources.

• Performs the full range of supervisory functions.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the organization and interrelationships of criminal justice systems.

• Knowledge of the process, procedures, and practices involved in conducting research.

• Knowledge of the use and functionality of Microsoft Office suite software.

• Knowledge of individual and group behavior.

• Knowledge of the principles and practices of supervision.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be evaluated by the State Civil Service Commission or used for Civil Service examination purposes and are not position-specific performance standards.):

• Knowledge of the organization and administration of government.

• Ability to conduct program and project reviews to identify problems, devise solutions, and measure performance against stated goals and objectives.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as Criminal Justice Systems Specialist Supervisor;

or

• Four years of professional experience in criminal or juvenile justice, law enforcement, or victim services, which included one year in a supervisory capacity, and a bachelor’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field;

or

• Three years of professional experience in criminal or juvenile justice, law enforcement, or victim services, which included one year in a supervisory capacity, and a master’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field;

or

• An equivalent combination of experience and training.
