SERIES NATURE OF WORK: The Criminal Justice System Specialist job series describes professional work in the Pennsylvania Commission on Crime and Delinquency to promote effective and impartial criminal justice systems, support crime prevention, reduction, and victim service efforts, and enhance the coordination and delivery of related resources.

DEFINITION: This is managerial and administrative work in the development, planning, and implementation of criminal justice and victim services programs in the Pennsylvania Commission on Crime and Delinquency.

An employee in this job supervises Criminal Justice System Specialist Manager 1 positions responsible for the management of the development and evaluation of plans, policies, and initiatives to improve the administration of justice in law enforcement, courts, corrections, and programs that provide support and advocacy for victims of crime. Work involves directing the analysis of local, regional, and state data used in the development of criminal justice and victim services, plans, policies, and programs; serving on committees, boards, or other workgroups; directing the preparation of studies and reports on the needs, priorities, and evaluative measures of plans, policies, and programs; and directing the development of policies that have state-wide impact in multiple programs related to the administration of justice, and support and advocacy for victims of crime. Work also involves directing the development of relationships with a variety of stakeholder groups and representatives from governmental agencies and affiliated organizations, direct service providers, or the general public. Work is performed independently under the general direction of a higher level manager who reviews work for compliance with policy and effectiveness of results.

   DISTINGUISHING CHARACTERISTICS:

     • Work at this level involves supervising Criminal Justice System Specialist Managers 1 or other positions at a comparable level.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Directs staff responsible for the development of grant announcements and grant application scoring criteria used to award state and federal funds to units of local government, state agencies, and other organizations.

• Directs the provision of technical guidance in the scoring of concept papers and applications received in response to funding announcements.

• Directs research, data analysis, and preparation of studies and reports in narrative, graphical, and statistical form on issues related to criminal justice, and juvenile justice systems or victim support.

• Directs the review and revision, or preparation of new training curricula, and the facilitation or monitoring of training sessions.

• Meets with stakeholders of local and state governmental agencies and other groups, organizations, and practitioners, and coordinates the development, review, and administration of a variety of criminal justice system related plans, policies, and programs.

• Directs the review of legislation, policies, and other local, state, and federal guidelines and the identification of potential impacts of proposed changes, and implements necessary program revisions.

• Leads board meetings, conferences, or workshops on criminal justice system or victim services related topics for stakeholder groups and organizations.

• Represents the Commission as a subject matter expert, or primary point of contact for criminal justice, and juvenile justice or victim services related policies, programs, and resources.

• Performs the full range of supervisory functions.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the organization and interrelationships of criminal justice systems.

• Knowledge of the process, procedures, and practices involved in conducting research.

• Knowledge of the use and functionality of Microsoft Office suite software.

• Knowledge of individual and group behavior.

• Knowledge of the principles and practices of supervision.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of the organization and administration of government.

• Ability to gather, correlate, and analyze facts to devise and implement solutions to problems.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Criminal Justice System Specialist Manager 1;

or

• Five years of professional experience in criminal or juvenile justice, law enforcement, or victim services, which included two years in a supervisory capacity, and a bachelor’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field;

or

• Four years of professional experience in criminal or juvenile justice, law enforcement, or victim services, which included two years in a supervisory capacity, and a master’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field;

or

• An equivalent combination of experience and training.
