SERIES NATURE OF WORK: The Criminal Justice System Specialist job series describes professional work in the Pennsylvania Commission on Crime and Delinquency to promote effective and impartial criminal justice systems, support crime prevention, reduction, and victim service efforts, and enhance the coordination and delivery of related resources.

DEFINITION: This is supervisory work in the development, planning, and implementation of criminal justice or victim services programs in the Pennsylvania Commission on Crime and Delinquency.

An employee in this job supervises the development and evaluation of plans, policies, and initiatives to improve the administration of justice in law enforcement, courts, corrections, and programs that provide support and advocacy for victims of crime. Work involves supervising Criminal Justice System Specialists engaged in identifying data sources, conducting research, and preparing or reviewing studies and reports on the needs, priorities, and evaluative measures of programs and plans in the areas of criminal justice or victim services. Work may also involve supervising the development of grant announcements, grant application scoring criteria, and guidelines for the use of funds; supervising the development of new training curricula or the review and revision of existing training curricula; or supervising the review and payment of victims’ compensation claims and the provision of support and advocacy for victims of crime. Work is performed independently and is reviewed upon completion for soundness of conclusions and effectiveness of results.

   DISTINGUISHING CHARACTERISTICS:

     • Work at this level involves supervising positions at the Criminal Justice System Specialist 1 and/or 2 levels and may include supervising positions at comparable levels.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Supervises the development of grant announcements and grant application scoring criteria used to award state and federal funds to units of local government, state agencies, and other organizations.

• Reviews, provides technical guidance, and supervises the scoring of concept papers and applications received in response to funding announcements.

• Supervises research, data analysis, and preparation of studies and reports in narrative, graphical, and statistical form on issues related to criminal justice systems or victim support and advocacy.

• Supervises quality assurance reviews, analysis, reporting, and the disposition of requests for compensation for victims of crime.

• Supervises the provision of support for and advocacy on behalf of victims of crime.

• Supervises the review and revision, or preparation of new training curricula, and facilitation and monitoring of training sessions in accordance with adult learning theory and established standards for delivery.

• Meets with stakeholders of local and state governmental agencies and other groups, organizations, and practitioners, and coordinates the development, review, and administration of a variety of criminal justice system related plans, policies, and programs.

• Supervises the coordination and facilitation of board meetings, conferences, and workshops on criminal justice system or victim services related topics for stakeholder groups and organizations.

• Performs the full range of supervisory functions.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the organization and interrelationships of criminal justice systems.

• Knowledge of the process, procedures, and practices involved in conducting research.

• Knowledge of the use and functionality of Microsoft Office suite software.

• Knowledge of individual and group behavior.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of the organization and administration of government.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as Criminal Justice System Specialist 2;

or

• Three years of professional experience in criminal or juvenile justice, law enforcement, or victim services, and a bachelor’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field;

or

• Two years of professional experience in criminal or juvenile justice, law enforcement, or victim services, and a master’s degree in the social or behavioral sciences, criminal justice, law enforcement, or a related field;

or

• An equivalent combination of experience and training.
