JOB TITLE: FACILITY SERVICES MANAGER 1

SERIES NATURE OF WORK: The Facility Services series describes work in the management of facilities and the employees and contractors that provide essential facility services for occupants in a commonwealth facility or group of facilities.

DEFINITION: This is managerial work directing employees who perform routine maintenance, custodial, and related facility services for a commonwealth facility or group of facilities.

An employee in this job manages facility services work, including routine maintenance, custodial services, groundskeeping, and other facility services functions. Work involves scheduling and directing supervisors and employees; overseeing, assigning, and monitoring daily work orders; and determining and implementing procedures, methods, materials, and tools to accomplish this work. Work includes responding to, assessing, and resolving tenant inquiries on routine facility services matters; coordinating skilled maintenance, repair, and installation work through centralized trades employees or contractors; coordinating and implementing routine facility and maintenance projects; and ensuring applicable permits and licenses are filed, posted, and renewed for all facilities-related work. Work is performed independently and reviewed through discussions and inspections by a higher-level manager.

   DISTINGUISHING CHARACTERISTIC:

• Work is differentiated from the lower-level job by supervising a Building Services Supervisor or other subordinate supervisor positions.

• Assigns work orders to supervisors and employees; monitors and reviews work to ensure it is performed in compliance with standards, specifications, and codes.

• Oversees the implementation of a preventative and routine maintenance program and cleaning schedules.

• Responds to and resolves tenant inquiries regarding routine building maintenance and facility services matters and recommends a mitigation plan for non-routine matters, such as operational issues with heating ventilation air condition (HVAC), electrical, or plumbing systems, to higher-level manager for review and approval.

• Schedules and coordinates facilities-related work to minimize disruptions to daily occupant operations and informs occupants when disruptions may occur.

• Oversees routine repairs, installations, and replacements of common building items, equipment, and furniture, such as fencing, drywall, ceiling tiles, hospital beds, cabinetry, signs, windows, screens, partitions, office furniture, mechanical locks, interlocking floor tiles, doors, light bulbs, and air filters.

• Monitors and reviews facility services work provided through contractors, such as landscaping, waste disposal, snow removal, security services, window washing, trash pick-up, and elevator operations; and elevates contractor performance issues to a higher-level manager to address.

• Identifies, coordinates, and schedules skilled trades work performed by centralized trades employees or contractors.

• Plans, coordinates, and implements minor maintenance projects such as patching and resurfacing walls, floors, and ceilings; partition builds and modifications; and interoffice moves and relocations.

• Develops, implements, and communicates procedures for tool and supply use, maintenance, replenishment, and storage.

• Prepares and submits requests for procurement of parts, materials, and supplies.

• Identifies contractors within budget and decision-making parameters to address facility-related maintenance issues.

• Provides contractors and employees access to the facility, including an escort to work site and information about the work request.

• Communicates safety and evacuation programs to occupants and assists in coordinating facility drills.

• Coordinates and implements skill-based, equipment, and safety training applicable to employee job duties and performance.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Operates motor vehicles.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods, materials, and practices necessary to perform routine maintenance work in commercial, industrial, or multi-unit residential facilities.

• Knowledge of regulations, building codes, and safety precautions related to routine maintenance work in commercial, industrial, or multi-unit residential facilities.

• Knowledge of the care and use of tools and equipment used to perform routine maintenance work in commercial, industrial, or multi-unit residential facilities.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret blueprints and schematics.

• Ability to prioritize work in accordance with existing labor contracts, departmental policies and procedures, and competing priorities to include emergency situations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years as a Facility Services Supervisor (commonwealth title);

or

• Four years of routine maintenance work experience which includes two years of supervisory experience overseeing trades or building maintenance employees in a commercial, industrial, or multi-unit residential facility;

or

• An associate’s degree in commercial property management, commercial real estate, electrical engineering, mechanical engineering, HVAC, electrical technology, electronics, building automation, construction, or a related field; and two years of supervisory experience overseeing trades or building maintenance employees in a commercial, industrial, or multi-unit residential facility;

or

• An equivalent combination of experience and training which includes two years of supervisory experience overseeing trades or building maintenance employees in a commercial, industrial, or multi-unit residential facility.

SPECIAL REQUIREMENT:

• Certain positions require possession of an active motor vehicle license.
